4 <br /> 1 1) House Bill 708 and House Bill 907 -- Establishing a legislative committee to <br /> 2 study affordable housing in North Carolina (H708) and prohibit housing <br /> 3 discrimination based on source of income (H907); <br /> 4 BROADBAND ACCESS <br /> 5 2) Senate Bill 645 and House Bill 431 — Expanding local government authority to <br /> 6 work with the private sector in providing broadband access in underserved <br /> 7 areas through constructing and leasing infrastructure to private service <br /> 8 providers; <br /> 9 EDUCATION <br /> 10 3) House Bill 241 — Provides for an education bond to be voted on by North <br /> 11 Carolina voters; <br /> 12 HOMESTEAD EXEMPTION AND CIRCUIT BREAKER <br /> 13 4) Senate Bill 657 and House Bill 695 — Expands the Homestead Exemption and <br /> 14 Circuit Breaker (S657) and expands the Homestead Exemption and Circuit <br /> 15 Breaker for disabled veterans and surviving spouses of emergency personnel. <br /> 16 LIVING WAGE <br /> 17 5) Senate Bill 291 and House Bill 830 and House Bill 832 — Providing an <br /> 18 opportunity for increased wages for those of lower income by creating a <br /> 19 statewide "living wage"; <br /> 20 NON-DISCRIMINATION <br /> 21 6) House Bill 514 and Senate Bill 455 and Senate Bill 486 — Provide for an <br /> 22 expansion of protected classes in North Carolina and would help eliminate <br /> 23 discrimination against designated classes (H514 and S486) and eliminate pay <br /> 24 discrimination based on gender (S486); <br /> 25 PERSONAL NEEDS <br /> 26 7) House Bill 752 and House Bill 753 — Providing increases in personal needs <br /> 27 funds for assisted living facility residents who receive State-County Special <br /> 28 Assistance (H752) and for Medicaid recipients residing in nursing homes <br /> 29 (H753); <br /> 30 RECYCLING <br /> 31 8) House Bill 759 and House Bill 823 — Providing new opportunities for <br /> 32 electronics recycling (H759) and providing additional funding for local recycling <br /> 33 programs focused on single use plastics (H823); <br /> 34 SMART START FUNDING <br /> 35 9) House Bill 124 and Senate Bill 336 — Appropriate additional funds for Smart <br /> 36 Start; <br /> 37 <br /> 38 A motion was made by Commissioner Dorosin, seconded by Commissioner Greene to <br /> 39 adopt this, send it to their legislative delegation and all 100 counties. <br /> 40 <br /> 41 Commissioner Dorosin said the Board has already adopted a resolution endorsing these <br /> 42 bills and has already staked out a position, and the resolution can be put on the website as a <br /> 43 resource for the public. <br /> 44 Commissioner Greene said one bill is on the list that was not on the Board's legislative <br /> 45 agenda, which is a law that will ban discriminating against source of income, which would stop <br /> 46 landowners from being able to deny housing choice vouchers. She said this is great. <br /> 47 Commissioner Marcoplos said this resolution is also letting the public know that these <br /> 48 issues are out there and are important. <br /> 49 <br /> 50 VOTE: UNANIMOUS <br />
