1 <br /> 1 Attachment 3 <br /> 2 <br /> 3 DRAFT <br /> 4 MINUTES <br /> 5 BOARD OF COMMISSIONERS <br /> 6 REGULAR MEETING <br /> 7 May 2, 2019 <br /> 8 7:00 p.m. <br /> 9 <br /> 10 The Orange County Board of Commissioners met in regular session on Thursday, May 2, <br /> 11 2019 at 7:00 p.m. at the Whitted Human Services Center in Hillsborough, N.C. <br /> 12 <br /> 13 COUNTY COMMISSIONERS PRESENT: Chair Penny Rich and Commissioners <br /> 14 Jamezetta Bedford, Mark Dorosin, Sally Greene, Earl McKee, and Mark Marcoplos <br /> 15 COUNTY COMMISSIONERS ABSENT: Commissioner Renee Price <br /> 16 COUNTY ATTORNEY PRESENT: John Roberts <br /> 17 COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County <br /> 18 Manager Travis Myren, and Clerk to the Board Donna Baker (All other staff members will <br /> 19 be identified appropriately below) <br /> 20 <br /> 21 Chair Rich called the meeting to order at 7:01 p.m. <br /> 22 Chair Rich made a statement about the killing in San Diego and then at UNCC, and said <br /> 23 all are tired of Congress not doing anything. She said this is not the new norm, and she read <br /> 24 the names of the deceased persons at UNCC. <br /> 25 <br /> 26 1. Additions or Changes to the Agenda <br /> 27 <br /> 28 Commissioner Dorosin said he wanted to add a pink sheet: proposed item 6-c, a letter <br /> 29 to Department of Health and Human Services (DHHS) and North Carolina Association of <br /> 30 County Commissioners (NCACC) regarding the Board's regional preference for the Medicaid <br /> 31 tailored plans. He said at the April 16t" meeting, the Board deadlocked on this vote, and he <br /> 32 would like to bring this up for a vote again tonight. <br /> 33 Commissioner Dorosin said Commissioner Bedford, who is the Board of County <br /> 34 Commissioners (BOCC) representative on the Cardinal Innovations Board, is present this <br /> 35 evening. <br /> 36 <br /> 37 A motion was made by Commissioner McKee, seconded by Commissioner Dorosin to <br /> 38 add this item at item 6-c. <br /> 39 <br /> 40 VOTE: UNANIMOUS <br /> 41 <br /> 42 Chair Rich noted the following items at the Commissioners' places: <br /> 43 - PowerPoint for Item 4-c <br /> 44 - PowerPoint for Item 4-d <br /> 45 - A resolution requested by Commissioner Dorosin to support some of the bills in the General <br /> 46 Assembly which are in the BOCC's legislative agenda. <br /> 47 <br /> 48 Chair Rich handed out HB 966, page 250 - light rail limitations— and said the General <br /> 49 Assembly just lifted these regulations after the light rail was defeated locally. <br /> 50 Commissioner Marcoplos said Charlotte is planning another extension. <br />
