20 <br /> 1 A motion was made by Commissioner Greene, seconded by Commissioner Marcoplos <br /> 2 to approve the Statement of Consistency (Attachment 6) <br /> 3 <br /> 4 VOTE: UNANIMOUS <br /> 5 <br /> 6 A motion was made by Commissioner McKee, seconded Commissioner Marcoplos to <br /> 7 adopt the revised Ordinance as recommended by the Planning Director (Attachment 7 including <br /> 8 7-a, 7-b and 7-c, as has been modified by the Board, and removing <br /> 9 (http://www.orangecountync.gov/DocumentCenter/View/7012), removing language within <br /> 10 Section(s) 2.10.3, 2.11.3, and 5.3.2 establishing the `burden of persuasion' consistent with the <br /> 11 recommendation of the County Attorney; and directing staff to provide an follow up on <br /> 12 comments made about additional land uses. <br /> 13 <br /> 14 VOTE: UNANIMOUS <br /> 15 <br /> 16 Commissioner Price asked if the Board is prohibiting pawnshops that support the <br /> 17 schools. <br /> 18 Michael Harvey said staff will provide the Board with a report. <br /> 19 <br /> 20 6. Regular Agenda <br /> 21 <br /> 22 a. Potential Addition of an Environmental Impact Section to Agenda Abstracts <br /> 23 The Board received a recommendation from Commission for the Environment regarding <br /> 24 the addition of an Environmental Impact section to the agenda abstracts; and considered <br /> 25 approval of the updated abstract and prompts based on the County's Environmental <br /> 26 Responsibility Goal. <br /> 27 <br /> 28 Brennan Bouma, Sustainability Director, reviewed the information below: <br /> 29 <br /> 30 BACKGROUND: <br /> 31 At its November 8, 2018 work session, the Board of County Commissioners (BOCC) reviewed <br /> 32 staff-generated options on how environmental impacts could be holistically addressed in the <br /> 33 framework of an agenda abstract. The Board provided feedback and proposed that the <br /> 34 Commission for the Environment (CFE), which looked at the subject several years ago, review <br /> 35 and advise on the topic. <br /> 36 <br /> 37 The CFE began discussing this topic in December 2018. Over the course of two subsequent <br /> 38 meetings in January and February, staff presented the two draft agenda abstract templates that <br /> 39 had been discussed by the BOCC, as well as several examples of the way an agenda item <br /> 40 would be presented using each of the templates under discussion. <br /> 41 The CFE endorses this initiative and recommends the attached Draft Abstract Template <br /> 42 (Attachment 1) and the environmental impact prompts provided in Attachment 2 which are <br /> 43 based on the County's Environmental Responsibility Goal and summarize relevant County <br /> 44 goals. The memorandum provided at Attachment 3 provides more details regarding the CFE's <br /> 45 rationale. <br /> 46 <br /> 47 The Manager has evaluated the prior discussion by the BOCC, as well as the feedback from <br /> 48 the CFE. In light of all the input received, the Manager recommends that the Board consider <br /> 49 moving forward with the abstract template provided at Attachment 4 and the environmental <br />
