4 <br /> 1 WHEREAS, he helped to improve the way of life for area residents by serving on the Orange <br /> 2 County Board of Health, the Orange Water and Sewer Authority Board of <br /> 3 Directors, the Solid Waste Advisory Board, the Joint Orange Chatham Community <br /> 4 Action Board, the Intergovernmental Parks Work Group, and the Chapel Hill- <br /> 5 Carrboro Schools Board of Education; and <br /> 6 <br /> 7 WHEREAS, in the 2015 Salute to Community Heroes, the Chapel Hill-Carrboro Chamber of <br /> 8 Commerce recognized Fred Battle with the Irene Briggaman Lifetime Achievement <br /> 9 Award; and <br /> 10 <br /> 11 WHEREAS, Fred Battle fought the fight to move forward the human rights of all people for <br /> 12 equality and social justice and in his words, "the struggle continues"; <br /> 13 <br /> 14 NOW, THEREFORE, we, the Orange County Board of Commissioners, on behalf of the <br /> 15 residents of Orange County, express our deep appreciation, gratitude and respect <br /> 16 for the services rendered by Frederick Lewis Battle to the County and beyond over <br /> 17 the course of his lifetime. <br /> 18 <br /> 19 This the 161" day of April 2019. <br /> 20 <br /> 21 A motion was made by Commissioner Price, seconded by Commissioner Greene for the <br /> 22 Board to approve the Proclamation Recognizing Frederick Lewis Battle and authorize the Chair <br /> 23 to sign. <br /> 24 <br /> 25 PUBLIC COMMENT: <br /> 26 Jesse Gibson said he echoed all the comments made in the proclamation. He said Fred <br /> 27 Battle entered the Lincoln High School hall of fame, and his name will be added to the breakfast <br /> 28 club. He thanked the BOCC for honoring Fred Battle. <br /> 29 <br /> 30 VOTE: UNANIMOUS <br /> 31 <br /> 32 b. County Government Month Proclamation <br /> 33 The Board considered voting to approve a proclamation designating April 2019 as <br /> 34 County Government Month and authorize the Chair to sign. <br /> 35 Commissioner Dorosin read the proclamation: <br /> 36 <br /> 37 ORANGE COUNTY BOARD OF COMMISSIONERS <br /> 38 PROCLAMATION <br /> 39 County Government Month -April 2019 <br /> 40 "Connecting the Unconnected" <br /> 41 <br /> 42 WHEREAS, Orange County is one of 3,069 counties in the nation that provide cost-effective, <br /> 43 essential services to create healthy, safe and vibrant communities; and <br /> 44 <br /> 45 WHEREAS, through National Association of Counties (NACo) President Greg Cox's"Connecting <br /> 46 the Unconnected" initiative, NACo is demonstrating how counties deliver"people-centered" services <br /> 47 to residents; and <br /> 48 <br /> 49 WHEREAS, many Orange County departments offer programs and services that meet this <br /> 50 initiative, including the departments of Health, Housing and Community Development, Criminal <br />
