1 <br /> 1 Attachment 1 <br /> 2 <br /> 3 DRAFT MINUTES <br /> 4 BOARD OF COMMISSIONERS <br /> 5 REGULAR MEETING <br /> 6 April 16, 2019 <br /> 7 7:00 p.m. <br /> 8 <br /> 9 The Orange County Board of Commissioners met in regular session on Tuesday, April 16, <br /> 10 2019 at 7:00 p.m. at the Southern Human Services Center in Chapel Hill, N.C. <br /> 11 <br /> 12 COUNTY COMMISSIONERS PRESENT: Chair Penny Rich and Commissioners Mark <br /> 13 Dorosin, Sally Greene, Earl McKee, Mark Marcoplos, and Renee Price <br /> 14 COUNTY COMMISSIONERS ABSENT: Commissioner Bedford <br /> 15 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 16 COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County <br /> 17 Manager Travis Myren, and Clerk to the Board Donna Baker (All other staff members will <br /> 18 be identified appropriately below) <br /> 19 <br /> 20 Chair Rich called the meeting to order at 7:02 p.m. <br /> 21 Chair Rich said that Commissioner McKee will be late, and Commissioner Bedford will <br /> 22 not be attendance tonight. <br /> 23 <br /> 24 1. Additions or Changes to the Agenda <br /> 25 <br /> 26 Chair Rich noted the following items at the Commissioners' places: <br /> 27 - PowerPoint presentation for Item 5-a: UDO amendments <br /> 28 - Green sheet: Revised abstract for Item 11-c <br /> 29 <br /> 30 Chair Rich pulled item 8-d on the consent agenda to make one change. <br /> 31 <br /> 32 PUBLIC CHARGE <br /> 33 Chair Rich acknowledged the public charge. <br /> 34 <br /> 35 Arts Moment <br /> 36 Ashley Harris is part of Hear & After, a group of individuals, former youth poets, <br /> 37 activists, musicians, and community organizers who have come together to create spaces for <br /> 38 community art and expression. We seek to empower the people through the tools of spoken <br /> 39 and written word, performance, and artistic expression. Based in Chapel Hill, NC and serving <br /> 40 the Triangle area, Hear &After's goal is to provide a platform to both its members and the <br /> 41 community we serve. <br /> 42 Ashley Harris read a poem dedicated to her grandmother, who passed away a year ago, <br /> 43 about the inequitable honoring on African Americans in southern history. <br /> 44 <br /> 45 2. Public Comments <br /> 46 <br /> 47 a. Matters not on the Printed Agenda <br /> 48 Riley Ruske said the light rail is dead and buried, but there is still waste in the public <br /> 49 transit system. He said the only way to get government waste under control is to cut off the <br />
