ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: January 18, 2001 <br />Action Agenda <br />Item No. $ Y1 <br />SUBJECT: Orange Count Landfill Laboratory Services Agreement <br />DEPARTMENT: Solid Waste PUBLIC HEARING: (YIN) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Agreement for Laboratory Services Gayle Wilson, Solid Waste Director <br />968-2885 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane' 336-227-2031 <br />PURPOSE: To renew the existing agreement for the Solid Waste Department with Research <br />and Analytical Laboratories, Inc. for ground water monitoring services at the Orange County <br />Landfill through December 31, 2004. <br />BACKGROUND: Research and Analytical Laboratories have been providing annual services <br />since the mid-1970's, changing to semi-annual groundwater monitoring services at the landfill <br />since 1992. The groundwater monitoring is required by the Division of Waste Management, <br />North Carolina Department of Environment and Natural Resources. <br />The landfill currently conducts monitoring of 29 total wells, twice annually. There are 15 wells <br />on the north side of Eubanks Road and 14 wells on the south side. The Contractor measures <br />the groundwater depth so a groundwater contour map can be prepared by the engineering firm <br />of Draper Aden Associates. The wells are purged of standing water. Samples are taken for <br />analysis of organic and inorganic constituents. The contractor follows the requirements of <br />.1632 GROUNDWATER SAMPLING AND ANALYSIS REQUIREMENTS as contained in <br />SECTION.1600 REQUIREMENTS FOR MUNICIPAL SOLID WASTE LANDFILL FACILITIES <br />(MSWLFs). <br />FINANCIAL IMPACT: Sufficient funds to cover anticipated expenditures of $45,000 for FY <br />2000-01 are available in the approved Solid Waste/Landfill Operations Fund budget. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the agreement <br />and authorize the Chair to sign it, subject to final review by Staff and the County Attorney.
