Ongoing services will include: <br />• The preparation of the annual Closure/Post-closure Cost Estimate for the existing and <br />closed landfill which is essential to prepare the State-mandated annual Financial Assurance <br />Letter to the Division of Solid Waste Management. "The fee is estimated to be about $3,000. <br />• The preparation of semiannual detection monitoring reports summarizing the groundwater <br />chemical analyses supplied by Research and Analytical Laboratories, Inc. These State - <br />mandated reports are forwarded to the Division of Solid Waste Management, and must be <br />prepared by a licensed geologist. The fee is estimated to be about $9,000. <br />• Conduct assessment monitoring according to established rules for chemical constituents <br />that have statistically exceeded background groundwater levels. In recent years, semi- <br />annual testing has identified a few compounds in several wells that exceed reporting <br />thresholds. The consultants must prepare more detailed and technical analyses in these <br />cases for reporting to the State. Based on recent experience, staff estimates annual fees for <br />this type of service to be about $32,000. <br />• General consulting concerning any landfill or other unanticipated solid waste issues that may <br />arise during the year. For example, Draper Aden prepared drawings, diagrams, and the <br />application that supported the County's proposal (subsequently approved by the State) for a <br />20-foot vertical expansion to the existing construction and demolition landfill. The Solid <br />Waste Department has historically expended about $6,000 annually for general consulting <br />with this firm.
