2
FINANCIAL IMPACT: No financial impact is associated with this discussion. If the Board
chooses to employ a framework that involves a professional facilitator, funds would need to be
budgeted to compensate the facilitator.
Chair Rich said during the Chair/Vice Chair agenda review, nothing is voted on outside
of reviewing the agenda, etc. She said staff pays attention to Commissioner petitions and
responds to them very quickly, allowing most petitions to come under follow up items. She said
the Chair/Vice Chair also talk about upcoming meetings.
Chair Rich said staff spoke about joint meetings with other municipalities, and that it is
difficult to know how to proceed after these meetings occur. She shared the agenda from last
year's joint meeting with Hillsborough, and pointed out that none of it has been accomplished a
year later. She said the conclusion is that the joint meetings are not working efficiently.
Commissioner Dorosin said he has spoken with the various mayors, and a number of
their board members, who feel that the joint meetings were not as productive as they could be.
Chair Rich said Travis Myren will present an alternate approach momentarily, but she
emphasized that no decision was made at the January 281" agenda review, and it has taken
some time for staff to be able to have all details in place in order to present the alternate
approach to the Board, but staff is now ready to do so.
Travis Myren made the following PowerPoint presentation:
Potential Framework for Intergovernmental Collaboration
April 4, 2019
Southern Human Services Center
Potential Collaboration Framework
• One Year Pilot Project
• Contract with a Professional Facilitator
1.
