21 <br /> Lindsey Shewmaker said Medicaid is a different animal. She said there are single <br /> county audits (some cases pulled every year); there are also a large federal review, where a <br /> percentage of state cases are pulled; and a new piece that requires the state to have a QC plan, <br /> which went into effect in January, and the state is pulling a certain number of applications, and a <br /> certain number of reviews (from the review counties) each month. She said last process was <br /> calculated based on a risk ratio, and Orange County is in year 3 of this process. <br /> Nancy Coston said it feels like reviews are constantly taking place. <br /> Lindsey Shewmaker resumed the presentation: <br /> Plan and Recommendations: <br /> • Moving DSS data collection methods and measures to correspond with the state's <br /> proposed areas of emphasis <br /> • Utilize state and internal data to inform program improvement <br /> • Participate in planning sessions with the State representatives to identify needed state <br /> support and to influence the role of regional offices <br /> Other DSS Services, Programs, and Activities- hand out <br /> • Food and nutrition services <br /> • Work First <br /> • Energy Assistance <br /> • Emergency Assistance <br /> • Disaster response and sheltering <br /> • Adult services <br /> • Child care subsidy <br /> • Medicaid <br /> • Health choice <br /> • Veterans' services <br /> • Adolescent parenting <br /> • Adult and youth employment services <br /> • Prevention social work services <br /> • Fishing licenses <br /> • Voter registration <br /> • Youth enhancement fund <br /> Chair Rich said asked if there is any way to talk with clients about the census. <br /> Nancy Coston said staff can do some of that, and they can have pop up census intakes <br /> at DSS facilities as well. <br /> Medicaid Transformation: <br /> • Medicaid will be changing from a primarily fee-for-service to managed care starting this <br /> year <br /> • Orange County will be in the first phase to roll out <br /> • DHHS has selected the 4 statewide Prepaid Health Plans and an enrollment broker <br /> • Medicaid clients will begin selecting a PHP in July of this year <br /> • Staffing at DSS will be impacted <br /> • Other impacts will be felt by Health, OPT, and Emergency Services on the provider-side <br /> Quintana Stewart said the Health Department will be seeing this coming their way in <br /> November, and is currently working on contracts with the four awarded PHPs across the state. <br />
