8 <br />C. Provide technical assistance to Chambers of Commerce and economic development commissions <br />regarding promoting and recruiting waste-based industries in the region. <br />OBJECTIVE: To provide water resources planning services and related technical support services to <br />TJCOG member governments. (This is a continuation of existing services and is not funded by <br />C&ED funds.) <br />A. Providing staff support for projects and activities of the TJCOG Water Resources Advisory <br />Committee. <br />B. Providing staff support for, and participating in, special water resources projects of importance to <br />member governments (Neuse Model Stormwater Program Team; Cape Fear Hydrologic <br />Modeling Task Force; Jordan Water Supply Allocation Meetings; North Carolina Water Quality <br />Work Group; etc.). <br />C. Informing the Board of Delegates and member governments of key proposed regulations or <br />legislation relating to water resources. <br />D. Assisting local governments in efforts to identify, apply for, and obtain supplemental financial <br />assistance for water and wastewater facility improvements and water resources protection <br />programs. <br />E. Providing technical assistance to local governments on water resource and water and sewer <br />utility infrastructure issues. <br />F. Obtaining, compiling, analyzing, and reporting information concerning water and sewer <br />infrastructure, rates and fees, etc. in the region. <br />G. Providing technical and organizational support services to the Board of Directors of the Upper <br />Neuse River Basin Association, Inc. and the Board of Directors of the Upper Cape Fear River <br />Basin Association, in accordance with TJCOG's contracts with each of these organizations. <br />OBJECTIVE: Reduce the amount of municipal solid waste generated in the region and reduce local <br />government costs associated with handling municipal solid waste. (Supported by other funding <br />sources.) <br />A. Assist local governments with short-term follow-up on action plans resulting from the Solid <br />Waste Future Search. Submit a report on the Future Search process to NC Division of Pollution <br />Prevention and Environmental Assistance. This project will be funded partially by grant funds <br />from the NC Division of Pollution Prevention and Environmental Assistance. <br />B. Initiate new long-term regional projects emerging as a result of Solid Waste Future Search <br />follow-up. Examples might include coordinated public education campaigns, collaboration on <br />organics collection, and, developing one or more regional recyclable materials recovery facilities. <br />C. Reduce construction and demolition waste through disseminating model specifications and a <br />regional guidebook, disseminating, information on deconstruction as an alternative to demolition, <br />convening and participating in task force meetings, and identifying and initiating other related <br />projects. <br />D. Promote green building in the region, particularly through assisting local governments write and <br />adopt green building guidelines for their construction and renovation projects. This project will <br />be funded partially through grant funds from the NC Energy Division. <br />3
