A scope of work and not-to-exceed <br />fee proposal is presented below. <br /> <br />Scope of Work <br />At the request of the County, Draper Aden submitted a permit renewal application on June 27, 2017 for <br />the Eubanks Road C&D Landfill Permit and also submitted a revised Operation Plan for the Closed MSW <br />Landfill and associated operations on October 18, 2017. Both of these packages were prepared based <br />upon the previous renewal applications already approved by NCDEQ. Some of the information for the <br />prior permit applications was prepared and developed by DAA while other portions were prepared by <br />other County-hired engineers. DAA’s most recent submissions were made with the most recent <br />information available to DAA along with the desired modifications to the permit documents to reflect <br />changes in existing conditions and operational practices. <br /> <br />On January 25, 2019, Mr. Ming-tai Chao issued an email to the County regarding his review of the <br />documents, copy attached. Given the 2018 North Carolina Legislature’s bill that allowed for landfills to <br />apply for a “life of site” permit, Mr. Chao expressed the Solid Waste Section’s desire to have a <br />comprehensive environmental monitoring plan developed as a stand-alone document for the combined <br />facility. A subsequent meeting was held on February 13, 2019 between County, DAA, and State staff to <br />discuss Mr. Chao’s comments and to discern the impacts of what was being requested. <br /> <br />This work order request is for the work necessary to address the State’s comments contained in the <br />January 25, 2019 email referred to above and to develop a stand-alone document for the environmental <br />monitoring plan to be followed at the Orange County Landfill complex. The new plan will incorporate <br />available information from the previously approved permit documents and detail the Groundwater <br />Monitoring program at the closed landfill units and for the operational C&D landfill unit; the landfill gas <br />monitoring program used for the open and closed landfill units; the stormwater monitoring plan <br />followed at the facility; and will provide an updated closure and post closure care (CPCC) cost estimate. <br />DocuSign Envelope ID: 8BD338DF-BC9A-4123-BF0E-29954134A47B
