Article 10 : Definitions <br /> Section 10 . 1 : Definitions <br /> Hazardous " � n ement Facility <br /> A facility or any portion of a facility forte essing , treatment , recycling , recovery , <br /> or disposal of hazardous waste in accordance w ted by the State of North <br /> Carolina D nvironment and Natural Resources . <br /> Health and Personal Care Facility <br /> A public or private facility , establishment , or institution providing housing for 16 or more unrelated <br /> individuals who are furnished meals and health/ personal care on a continuing basis . Term includes . <br /> convalescent homes , nursing homes , rest homes , assisted living facility sanatoria homes for the elderly , <br /> handicapped , disabled , youthful offenders , addicted to alcohol or drugs requiring professional health <br /> care , adult supervision , or rehabilitation . <br /> Health Services <br /> Establishments of licensed practitioners , or licensed persons independently practicing a profession , <br /> primarily engaged in rendering medical , surgical and other health related and allied personal care <br /> services in the health field ( e . g . physicians , physical therapists , dentists , medical specialists ) . <br /> High - Density Option <br /> e of two approaches available for development in some watershed overlay districts . Generally , the <br /> hig - density option relies on density limits and engineered stormwater controls to mi ize the risk of <br /> water ollution . <br /> Highest djacent Grade ( HAG ) <br /> The highest n ural elevation of the ground surface , prior to construction , n t to the proposed walls of <br /> the structure . <br /> Historic structur <br /> Any structure that is : <br /> a) Listed individually i the National Register of Historic PI es ( a listing maintained by the U . S . <br /> Department of Interio or preliminarily determined by e Secretary of Interior as meeting the <br /> requirements for individ I listing on the National R ister ; <br /> b ) Certified or preliminarily d rmined by the Secre ry of Interior as contributing to the historical <br /> significance of a registered h toric district or a istrict preliminarily determined by the Secretary <br /> to qualify as a registered histori district ; <br /> c) Individually listed on a local inven ry of hi oric landmarks in communities with a " Certified Local <br /> Government ( CLG ) Program , " which as een approved by the Department of the Interior ; or <br /> d ) Certified as contributing to the historic ignificance of a historic district designated by a <br /> community with a " Certified Local G ern ent ( CLG ) Program " . ( CLG Programs are approved <br /> by the US Department of the Inter' r in coo ration with the North Carolina Department of <br /> Cultural Resources through the tat e Historic eservation Officer as having met the <br /> requirements of the National storic Preservatio Act of 1966 , as amended ) . <br /> Holiday Decoration <br /> Holiday displays , decorations d greetings , which relate to any erally designated holiday , legal <br /> holiday or religious holiday . <br /> Home Occupation ajor <br /> An accessory busine use which is owned and operated by the resident of e property , located on a <br /> single parcel of Ian at least five acres in size in the AR and R - 1 zoning distric and is clearly incidental <br /> and subordinate the principal residential use of the property .
