Definitions <br /> Section 10 . 1 : Definitions <br /> T e areas have sensitive environmental features and/or significant culturVorspassive <br /> ource areas , which <br /> may ke them legally or practically unbuildable . These areas are reserve uses ( e . g . , <br /> forests , p tures , meadows ) and low impact active uses ( e . g . , trails , nat al observation ) . <br /> • Secondar pen Space <br /> Secondary Open Spa Areas have fewer restrictions with re rd to location , allow more flexibility to <br /> improve overall open spa design , and have more active es ( e . g . , community gardens , <br /> playgrounds ) . <br /> • Active Open Space <br /> A subset or category of open space that in the type and/or intensity of its use . Active areas are <br /> typically built areas and most often contain i ment and/or infrastructure . They are also frequently <br /> used by the residents . Examples includ rails , munity gardens , and recreation fields , plays <br /> areas , pocket parks , and ball courts . <br /> • Passive Open Spac <br /> A subset or category of op space that defines the type and/or ensity of its use . Passive areas are <br /> typically undisturbed , co erved areas that have little to no direct ph ical human interaction within <br /> that portion of the op space . <br /> • Utility O en Space <br /> A subset or ategory of open space that defines the type and/or intensity of its use . ' lity areas are <br /> typically pen but contain public and/or private utilities and services . Examples include ' ity lines or <br /> ease ents ( e . g . , water , sewer , gas , power) , septic drain fields , and repair areas . Additiona creation <br /> u of these areas is typically limited based on the type of utility requirements that are in place . <br /> Community Center <br /> An assembly land use new or evicting facility that is owned operated by a non - profit group , offering <br /> social , recreational , or educational activities from the ^. nr►mm11nity for as a non - commercial activity . 27' <br /> munity Farmers ' Market <br /> An en sed or open - air facility for the retail sale of locally produced vegetables , flowers , m s , <br /> commoditi [ ants , crafts , etc . For the purpose of this definition , " local " means Orang ounty and <br /> counties that s e a border with Orange County . <br /> Composting Opera ' n <br /> A facility designed and used transforming food , yard waste and o r organic material into soil or <br /> fertilizer through biological decom sition . This does not includ ackyard composting bins serving <br /> individual families . <br /> Comprehensive Plan <br /> An internally consistent and compatible stat ent o licies for the long term , physical development of <br /> that portion of Orange County under Co y jurisdiction , nsisting of a statement of development <br /> policies and maps and text setting objectives , principles , andards and plan proposals for physical <br /> development . <br /> The Comprehensive Plan o consists of adopted area plans which s on a portion of the County <br /> such as a township , atershed or an interstate highway interchange .
