Article 6 : Development Standards <br /> Section 6 . 9 : Parking , Loading & Circulation <br /> SECTION • ; CIRCULATION <br /> 9 . 1 Purpose & Intent <br /> The purpose of this Section is to promote the public health , safety and welfare , as well as to <br /> improve the quality of the built environment for Orange County by establishing suitable sta ards <br /> or motorized vehicle parking and loading areas that are appropriate for the varying urba and <br /> r ral forms . <br /> 6 . 9 . 2 App ' cability <br /> No Bu\dd , <br /> it , Zoning Compliance Permit or Certificate of Occupancy shal e issued for <br /> uses octures , and buildings , either initially or for a change in use or xpansion of an <br /> existiness the off-street parking and loading requirements of this ction are met . <br /> 6 . 9 . 3 Prohiin Special Flood Hazard Areas <br /> Off- street parkin \Par <br /> oading facilities are prohibited within Special ood Hazard Areas . <br /> & M Use of Requiredng and Loading Spaces <br /> ( A) Required parking nd loading spaces shall not be use for the storage or sale of <br /> merchandise , vehic storage , vehicles for sale , or v icle repair . Non - required spaces <br /> proposed for these u s shall be designated on a approved site plan . <br /> ( B ) Any area designated for equired off- street par ' g and loading shall not be changed to <br /> another use until other pa ing and loading f ilities in conformance with this section are <br /> established elsewhere to se ve the site . <br /> 6 . 9 . 5 Expansion and Increased Intensity Existi g Use <br /> ( A) Whenever there is an increase in t number of dwelling units , the number of employees , <br /> the seating capacity , the floor are other applicable unit of measurement for <br /> determining the number of parki an loading spaces required on site , and the increase <br /> will result in the need for additi nal park g spaces , such additional spaces shall be <br /> provided in accordance with e following nd Section 6 . 9 . 7 of this Ordinance : <br /> ( 1 ) If an existing us , building , or struct re is increased by 50 % or less , additional <br /> parking and/or oading spaces shall b provided for the addition , in accordance <br /> with the req ' ements of this Section . <br /> (2) If a use , ilding , or structure having Mad uate parking and/or loading spaces is <br /> increas by greater than 50 % , additional p rking and/or loading spaces shall be <br /> provi d to bring the entire development site to compliance with the <br /> req rements of this Section . <br /> ( B ) For purpo es of this Sub - Section , the expansion or increas intensity shall be <br /> determi d based on the current building size and use , and n y not be calculated <br /> indep dently for each separate expansion or intensification . <br /> 6 . 9 . 6 Change Use <br /> Additi al off- street parking spaces will be required to accommodate a chan of use of a <br /> stru ure or parcel of land only when the new use requires 25 % or more parkin spaces than the <br /> pr ious use or 25 or more additional spaces . <br /> 6 . 9 . 7 Off- Street Parking Requirements <br /> Each use shall provide off -street parking in accordance with the following standards : <br /> Orange County, North Carolina — Unified Development Ordinance Page 6 -53 <br />
