Article 5 : Uses <br /> Section 5 . 14 : Standards For Manufacturing , Assembly , & Processing , and Distribution Uses - Food <br /> ( 1 ) Microbrewery Production Only and Microbrewery with Minor Events land uses . as <br /> defined within this Ordinance , shall be permitted as more than I principal use if <br /> located on a bona fide farm . Refer to Section 6 . 2 . 5 of this Ordinance . <br /> ( 2 ) Microbrewery with Major Events , as defined within this Ordinance . shall : <br /> ( a ) Only be permitted within the ASE - CZ and MPD - CZ Zoning Districts . <br /> ( b ) Shall not be permitted within the Rural Buffer land use classification . as <br /> designated by the adopted Comprehensive Plan , as part of a Conditional <br /> Zoninq District application . Refer to Section 5 . 1 . 3 of this Ordinance . <br /> ( 3 ) Specific Standards for RIB and AR Zoning Districts <br /> ( a ) Only Microbrewery , Production Only shall be permitted for development . <br /> ( B ) Submittal Requirements <br /> ( 1 ) Applications for a Microbrewery , Production Only : Microbrewery with Minor <br /> Events : and Microbrewery with Major Events land uses , as defined within this <br /> Ordinance . shall include a comprehensive groundwater study , for facilities <br /> expected to use more groundwater on an annual basis than an average single <br /> family residence ( which uses 240 gallons of water per day) built at the highest <br /> density the existing zoning district would allow . For example , if the existing <br /> zoning district allows a residential density of 1 unit for 2 acres and the proposed <br /> use is on a six acre parcel (which could yield 3 residences ) , the proposed use ( s ) <br /> may use three times the water used by an average single family residence ( or <br /> 720 gallons per day , on an annualized basis ) before a comprehensive <br /> groundwater study is required . The water usage rates of any existing use subject <br /> to zoning regulations located on the same lot shall be taken into account when <br /> determining if a comprehensive groundwater study is required . Said study shall <br /> detail : <br /> ( a) The amount of water anticipated to be used on a daily , weekly , monthly , <br /> and annual basis by regulated uses located on the parcel ( e . g . , water <br /> usage by bona fide farm uses is not required to be included ) ; <br /> ( b) An analysis of the amount of groundwater withdrawal considered to be <br /> safe and sustainable in the immediate vicinity ; and <br /> ( c) An analysis of whether other wells in the vicinity of the proposed use are <br /> expected to be affected by withdrawals made by the proposed use . 207 <br /> ( 2 ) Additional Submittal Requirements for MicrobrewerV with Minor Events and <br /> Microbrewery with Maior Events <br /> 4 a ) In addition to the requirements in Sections 2 . 7 and / or 2 . 9 , as applicable , <br /> the following information shall be submitted with the application <br /> materials : <br /> ( i ) Description of special events to be held on - site , including <br /> frequency of events , hours of operation , anticipated attendance , <br /> and any other pertinent details . <br /> ( ii ) Location of overflow parking area ( s ) if required parking is not <br /> 207 Existing regulations governing the evaluation of a Microbrewery ( production only, with minor events, with <br /> major events ) all require the submitted of a groundwater study . This language is repeated in 3 separate sections of <br /> the UDO and is now unnecessarily redundant as we are combining all 3 activities within the Manufacturing, <br /> Assembly, Processing, and Distribution Uses — Food land use category . Staff is recommending the existing <br /> condition be placed under a central submittal requirement where we can indicate all activities have to abide by the <br /> requirement rather than list the same standard 3 separate times . <br /> 208 Submittal requirements for a Microbrewery with Minor Events and Microbrewery with Major Events are <br /> identical .
