Article 5 : Uses <br /> Section 5 . 13 : Standards for Agricultural Uses <br /> (2) If located adjacent to residentially zoned property , all buildings and vendor areas <br /> shall be located a minimum of 100 feet from the property line . <br /> 5 . 13 . 5 Composting Operation <br /> ( A ) Use Standards <br /> ( 1 ) Operations involving the on - site grinding of materials shall only be permitted <br /> within the AS and ASE - CZ Zoning Districts . <br /> ( 2 ) Operations involving on - site grinding of materials shall not be permitted : <br /> ( a ) As a Conditional Use District . Refer to Section 5 . 1_ . 3 of this Ordinance . <br /> z69 <br /> {a } ( b ) Within the Rural Buffer land use classification , as designated by the <br /> adopted Comprehensive Plan , as part of a Conditional Zoning District <br /> application . <br /> ( B ) General Standards fey of Evaluation for Class A Special Use Permit or ASE - CZ <br /> Zoning District <br /> 1 ) The minimum lot size shall be 10 acres unless permitted as an E - CZ . <br /> (2 All operations shall be located a minimum of 150 feet from al roperty lines . <br /> (3 ) The site shall be located on a major road , as classified in e Orange County <br /> mprehensive Plan , unless permitted as an ASE - CZ . <br /> (4) Out or storage areas shall be screened from view adjacent properties and <br /> the roa right- of-way . <br /> (5 ) All unpave areas shall be maintained in a ma er which prevents dust from <br /> adversely im cting adjacent properties . <br /> ( 6) Compost piles s II not exceed 15 feet in eight . <br /> (7) Operations that incl e grinding shall here to the following : <br /> ( a) Grinding shall b permitted my during the hours of 7 a . m . and 7 p . m . , or <br /> as otherwise spec ' ed o he permit . <br /> ( b ) Grinding area shall b ocated a minimum of 1 , 000 feet from any existing <br /> dwelling unit locate on jacent properties . <br /> ( c) Grinding area s II be locat a minimum of 300 feet from all property <br /> lines . <br /> ( 8) Application materi shall include a comp hensive groundwater study , for <br /> facilities expecte to use more groundwater an annual basis than an average <br /> single family r idence ( which uses 240 gallon of water per day) built at the <br /> highest dens ' y the existing zoning district would ow . For example , if the <br /> existing zo ing district allows a residential density o 1 unit for 2 acres and the <br /> propose use is on a six acre parcel ( which could yiel residences ) , the <br /> propo d use ( s ) may use three times the water used by average single family <br /> resi c nce ( or 720 gallons per day , on an annualized basis ) efore a <br /> c prehensive groundwater study is required .
