If <br /> the reclamation plan involves ' ' g excavated area , the fill material must be <br /> inert material defined as eficial fill by Solid Waste Branch of the <br /> Department of Envir ent and Natural Reso s , provided that the debris is <br /> also associated ' a State or Federal Highway roa onstruction project . <br /> Inclusion of sable or recyclable materials in the reclam ' n or filling of the <br /> borrow should be minimized .
