15
1 o Years 6-10
2 ■ Middle Section of Trail form Seven Mile Creek to Buckhorn Road
3 ■ Voluntary Acquisition of Trail Easements
4
5 Commissioner Bedford asked if there could be clarification about the way station
6 facilities.
7 Marabeth Carr said this could mean a restroom or port-a-let, and may include water
8 stations or parking. She said the area at Seven-Mile creek was envisioned to be a way station.
9 Commissioner McKee asked if there are still issues with Orange Water and Sewer
10 Authority (OWASA) over the MST.
11 Bonnie Hammersley said staff continues to work with OWASA, and the remaining issues
12 involve easements that staff is pursuing. She said in general, the relationship with OWASA is
13 working out fine.
14 Chair Rich said she and Commissioner Marcoplos will be meeting with OWASA in
15 couple of weeks and can bring it up.
16 Commissioner McKee said that would be a good idea.
17 Commissioner Marcoplos said it seemed that none of the issues were insurmountable to
18 OWASA.
19 Travis Myren resumed the PowerPoint presentation:
20
21 Mountains to Sea Trail in Orange County (map)
22
23 River Park - $150,000 (p. 77)
24 o Enhanced Performance Shell
25 o Offset by Outside Fundraising Effort
26
27 Commissioner Dorosin asked if Hillsborough has been approached about making a
28 contribution.
29 Travis Myren said staff will ask Katie Murray, Arts Commission Director, to approach the
30 Town since Hillsborough is part of this work group.
31 Marabeth Carr said staff has had some conversations, and Hillsborough has offered a
32 small amount of donations. She said there are many users with many ideas, but there is a
33 limited budget. She said the project is at a bit of a crossroads, but it will go before the Town's
34 Historic District Commission on May 1st, and it will approve all possible scenarios, but it is
35 unlikely that any of the scenarios will be built due to lack of funding.
36 Commissioner Price asked if the tourism board could contribute.
37 Marabeth Carr said yes, that is already one source of some of the funding.
38 Commissioner Bedford said she is going to the intergovernmental parks group meeting
39 tomorrow, and said she could bring this topic up.
40 Commissioner Dorosin said the naming rights could be sold.
41 Marabeth Carr said staff is trying to do so.
42 Chair Rich asked if having a back to the shell would improve the acoustics.
43 Marabeth Carr said there are so many possibilities, but the budget is lacking. She said a
44 large part of this project is electrical work.
45 Commissioner Dorosin said there is a comprehensive quality to this project, given the
46 other projects going on in the area.
47 Commissioner Greene asked if there is still a notion to have a public art project at the
48 entrance.
49 Marabeth Carr said yes, and it will be made out of fallen trees. She said there were 33
50 artist applicants from all over the country, which has been narrowed down to 4, who are doing
51 mock ups of proposals now.
