He said Orange County was responsible for water resources for <br /> 18 the Town of Hillsborough, proper. He said the County worked in collaboration with Hillsborough, <br /> 19 but since the reservoir was in unincorporated Orange County, it was the County who met with <br /> 20 property owners to gather donations and the creation of the dam. He said there have been <br /> 21 discussions in the past about handing it off to Hillsborough, and the resource of Lake Orange is <br /> 22 both for supplying water to the Eno River, to keep the flow going for environmental purposes, <br /> 23 and for Hillsborough, and for Orange Alamance water system that provides water to Corporation <br /> 24 Lake, and for Piedmont Minerals. <br /> 25 Commissioner Marcoplos clarified that Orange County used to provide water to <br /> 26 Hillsborough. <br /> 27 Craig Benedict said yes, it is called a class 2 reservoir, as there is no pipe that goes <br /> 28 directly into the lake. He said the County operates the gauge electronically, and how much <br /> 29 water is released to run to the Eno River and is picked up in Lake Ben Johnson, where <br /> 30 Hillsborough does have direct pipe access. <br /> 31 Commissioner Marcoplos asked if Hillsborough is appreciative. <br /> 32 Craig Benedict said there are other options of how this responsibility can be shared, and <br /> 33 his staff will continue to look in to these. <br /> 34 Commissioner McKee said in the late fifties Eno River was Hillsborough's water supply, <br /> 35 but it dried up. He said some of the farm ponds in Cedar Grove were pumped into the river and <br /> 36 the tobacco irrigation system was used to pump it from pool-to-pool down the river. <br /> 37 Commissioner Greene referred to page 42, which says this dam was classified as a high <br /> 38 hazard dam in 2011, and asked if it has been due to luck that no disaster has happened yet. <br /> 39 Craig Benedict said that designation is for how much water it holds, the type of <br /> 40 floodplain, etc. He said staff has been working with DEQ and FEMA, and there is an <br /> 41 emergency plan in place should the need arise. <br /> 42 Commissioner Price asked who will oversee the sand blasting, painting, etc. as she is <br /> 43 concerned about pollution. <br /> 44 Craig Benedict said there are specifications for this, and his new staff engineer has a <br /> 45 background in dam construction and inspection.
