1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: May 2, 2019 <br /> Action Agenda <br /> Item No. 8-f <br /> SUBJECT: Intergovernmental Collaboration Pilot Project <br /> DEPARTMENT: County Manager's Office <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Travis Myren, 919-245-2308 <br /> PURPOSE: To approve a framework for an intergovernmental collaboration pilot project. <br /> BACKGROUND: During the Board's annual retreat, one of the themes that emerged was a <br /> desire to improve collaboration and cooperation with the municipalities within the County. This <br /> type of intergovernmental collaboration has historically been facilitated through a joint meeting <br /> process. However, some feedback to staff suggested that some elected officials felt the joint <br /> meeting framework lacked a clear purpose and few deliverables. <br /> At the April 9, 2019 budget work session, the Board of Commissioners discussed using a new <br /> framework for intergovernmental collaboration that relies on smaller work group meetings rather <br /> than full joint meeting sessions. Based on this discussion, the Board resolved to proceed with <br /> an alternative, work group framework as a pilot project that would be evaluated for its <br /> effectiveness at the end of the pilot period. This framework would have the following features: <br /> 1. The pilot project will continue for a twelve (12) month period starting in September, 2019. <br /> 2. The County will contract with a professional facilitator to coordinate and facilitate agendas <br /> and meetings, prepare meeting notes, and help conduct an evaluation of the new <br /> framework. <br /> 3. The County will be represented by the Chair and Vice Chair of the Board of <br /> Commissioners. <br /> 4. The County will invite each municipality to appoint two representatives to its respective <br /> collaboration work group. <br /> 5. Prior to each work group meeting, an agenda item will be added to the Board's closest <br /> regular or work session agenda to solicit agenda items from members of the Board. <br /> 6. Each work group will establish its own meeting frequency. <br />
