The Recommended CIP also includes $3 million in funding for deferred maintenance <br />projects. When the County issued $85.4 million in general obligation bonds in FY2017-18 <br />primarily for Chapel Hill High School, it received a bond premium from investors seeking the <br />favorable tax exempt status of these bonds. The County received a total of just over $6 <br />million in bond premium. The majority of this premium is recommended to be reinvested in <br />school deferred maintenance over the next two fiscal years. <br /> <br />The remainder of the funding for school capital projects comes from a mix of sources <br />including lottery proceeds, Article 46 sales tax proceeds, and $1 million in debt financing <br />specifically targeted at facility improvements in older schools. <br /> <br /> <br />Information Technology and Communications <br />Significant information technology and communication improvements are financed through the <br />Capital Investment Plan. These projects maintain and expand the capabilities of the County’s <br />current information technology infrastructure, employ new technologies to better meet the <br />needs of County residents, protect and store critical data, and improve internal operating <br />efficiencies. <br /> <br />x Information Technology Governance Council Initiatives - $390,000 <br />The Information Technology Governance Council includes representatives from each of the <br />County’s Functional Leadership Teams. The Council evaluates department requests for new <br />technology and scores those requests based on established criteria. For FY2019-20, the <br />Council scored a total of nineteen (19) requests, and the eight (8) highest ranking projects <br />are recommended for funding. The cost of these projects total $390,000. The projects <br />include Pass Management software for Department on Aging, Pre-Arrest Diversion Program <br />software for the Criminal Justice Resource Department, Lacherfishe Enhancement for <br />records storage and retrieval, Patient Care Hardware replacement for Emergency Services, <br />Neo-Gov Learning Management System to be used by all County departments, and <br />detention grade security cameras for the Sheriff’s Office. <br /> <br />x Information Technology Infrastructure Initiatives - $560,000 <br />The FY 2019-20 CIP also recommends $560,000 for Information Technology Infrastructure. <br />These infrastructure projects include server upgrades, end user point replacements, data <br />storage, network improvements, and the continued deployment of wireless capabilities. <br /> <br />x Register of Deeds Automation - $80,000 <br /> <br />The Register of Deeds Automation project is funded using automation fees that are <br />specifically designated by State Statute to improve technology capabilities in the Register of <br />Deeds Office. Each year, the County budgets $80,000 which is allowed to accumulate over <br />12
