13 <br /> WHEREAS, the mission of the NAACP has evolved today "to secure the political, educational, <br /> social, and economic equality of rights in order to eliminate race-based <br /> discrimination and ensure the health and well-being of all persons"; and <br /> WHEREAS, the NAACP has grown to more than half a million members worldwide; and <br /> WHEREAS, historically marginalized and oppressed people remain encouraged and continue <br /> the march for the full measure of social justice and equality that they believe they <br /> shall achieve one day; <br /> NOW, THEREFORE, the Orange County Board of Commissioners hereby recognizes the 110tn <br /> anniversary of the National Association for the Advancement of Colored People, <br /> and urges all residents to support and engage in the ongoing struggle to ensure <br /> justice and equality for all of humanity...locally, nationally and globally. <br /> This the 2nd day of April 2019. <br /> A motion was made by Commissioner Dorosin, seconded by Commissioner Greene to <br /> approve the proclamation recognizing the 110th Anniversary of the National Association for the <br /> Advancement of Colored People (NAACP) in 2019. <br /> VOTE: UNANIMOUS <br /> e. Update on Current Tax Base and 2021 Countywide Revaluation <br /> The Board received an update on the current state of taxable property in Orange <br /> County, and received an overview of the 2021 revaluation process. <br /> BACKGROUND: <br /> Counties in North Carolina are required to conduct a revaluation of all real property at least <br /> once every eight (8) years. Orange County, like many other counties, has adopted a resolution <br /> to advance the cycle to once every four (4) years. The last revaluation of real property in <br /> Orange County took effect January 1, 2017, and the next is scheduled for January 1, 2021. <br /> Dwane Brinson, Tax Administrator, made the following PowerPoint presentation: <br /> 2019 Real Estate Update <br /> T.
