11 <br /> BACKGROUND: The week of April 22-26, 2019 is designated as National Community <br /> Development Week. Its purpose is to showcase the Community Development Block Grant <br /> (CDBG) and the HOME Investment Partnerships (HOME) Programs, which are both <br /> administered by the U.S. Department of Housing and Urban Development (HUD). Since 1975, <br /> the CDBG Program has been an important source of funding for communities to address a <br /> broad array of affordable housing and community and economic development needs. The <br /> HOME Program, since 1992, has provided funding to local communities to create or retain <br /> affordable housing for low-income households. <br /> The theme for this year's National Community Development Week is "CDBG and HOME Make <br /> Communities Better Places to Live and Work." <br /> In recognition of National Community Development Week, Orange County's Department of <br /> Housing and Community Development will co-sponsor a National Community Development <br /> Week exhibit at the Orange County Main Library, Carrboro Branch Library and the Chapel Hill <br /> Public Library to showcase books that touch on the many facets of community development. <br /> Books will range from the landmark The Power Broker, by Robert A. Caro to P.E. Moskowitz's <br /> recent How to Kill a City: Gentrification, Inequality, and the Fight for the Neighborhood. In <br /> addition, the Housing and Community Development Department will host other activities during <br /> the week, including posting stories on the County's Website showcasing the applicable work of <br /> the County's various community partners, etc. <br /> Sherrill Hampton read the proclamation: <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> PROCLAMATION <br /> COMMUNITY DEVELOPMENT WEEK <br /> WHEREAS, the week of April 22-26, 2019 has been designated as National Community <br /> Development Week to recognize and celebrate the Community Development <br /> Block Grant (CDBG) Program and the HOME Investment Partnerships (HOME) <br /> Program; and <br /> WHEREAS, the theme for the 2019 National Community Development Week is "CDBG and <br /> HOME Make Communities Better Places to Live and Work"; and <br /> WHEREAS, for the past 44 years, the CDBG Program has provided annual funding and <br /> flexibility to local communities to provide safe, decent and affordable housing, a <br /> suitable living environment and affordable housing opportunities to low and <br /> moderate income persons and families; and <br /> WHEREAS, for the past 27 years, the HOME program has provided funding to local <br /> communities to create and preserve safe, decent and affordable housing for low <br /> income persons and families; and <br /> WHEREAS, last year the Orange County HOME Consortium, consisting of Orange County and <br /> the towns of Carrboro, Chapel Hill and Hillsborough, received a total of$401,340 <br /> in HOME funds that were used for second mortgage assistance, acquisition of <br /> affordable rental housing and tenant-based rental assistance; and <br />
