Article 10: Definitions <br /> Section 10.1: Definitions <br /> <br />Orange County, North Carolina – Unified Development Ordinance Page 10-57 <br /> <br />Solid Waste Disposal Site <br />Any place at which solid wastes are disposed of by incineration, sanitary landfill or any other method. <br />Special Event <br />A commercial activity, attracting at least 20 people at any given time, that typically does not involve <br />permanent structures, and does not occur more frequently than seven days in a 30-day period or more <br />than 50 days per year. Examples of special events are craft shows, small festivals, concerts, medical or <br />veterinary clinics, and sites operated by businesses engaged in hosting outdoor social events such as <br />picnics or receptions sponsored by a restaurant or caterer. <br />Activities which are not included in this definition include: <br />a) Events of a personal or non-profit, nature such as family reunions and church activities; <br />b) Farm-related or rural events such as horse shows, 4-H events and auctions; and <br />c) Fund-raising events for non-profit organizations. <br />Special Flood Hazard Area (SFHA) <br />The land in the floodplain subject to a 1% or greater chance of being flooded in any given year as <br />determined in Section 1.1.3 of this Ordinance, as defined by the base flood elevation. <br />Special-Purpose Unit of Government <br />Any special district or public authority. <br />Special Use <br />A use which would not be appropriate generally throughout the zoning district or without special study, but <br />which, if controlled as to number, area, location or relation to neighborhood, would be appropriate. Such <br />uses which are listed as Special Uses in the Permitted Use Table, Section 5.2, may be installed and <br />operated only after approval by the Board of Commissioners or by the Board of Adjustment, as <br />appropriate, subject to the general and specific standards. <br />Specified Anatomical Areas <br />(a) Less than completely and opaquely covered human: (i) genitals, pubic region, (ii) buttocks, or <br />(iii) breast below a point immediately above the top of the areola; or <br />(b) Human male genitals in a discernibly turgid state, even if completely and opaquely covered. <br />Specified Sexual Activities <br />(a) Human genitals in a state of sexual stimulation or arousal; <br />(b) Acts of human masturbation, sexual intercourse or sodomy; or <br />(c) Fondling or other erotic touchings of human genitals, pubic regions, buttocks or breasts. <br />Starch, Vegetable Fats, and Oils Manufacturing <br />Establishments primarily engaged in creating a finished oil based product by: <br />(a) Wet milling corn and vegetables; <br />(b) Crushing oilseeds and tree nuts; <br />(c) Refining and/or blending vegetable oils; <br />(d) Manufacturing shortening and margarine; andor <br />(e) Blending purchased animal fats with vegetable fats..310 <br />Start of Construction <br />Includes substantial improvement, and means the date the building permit was issued, provided the <br />actual start of construction, repair, reconstruction, rehabilitation, addition placement, or other <br />improvement was within 180 days of the permit date. The actual start means either the first placement of <br />permanent construction of a structure (including a manufactured home) on a site, such as the pouring of <br />slabs or footings, installation of piles, construction of columns, or any work beyond the stage of <br /> <br />310 Staff is recommending adding a definition of this new land use to ensure we properly reference all activities  <br />including within the category.  <br />204
