Article 10: Definitions <br /> Section 10.1: Definitions <br /> <br />Orange County, North Carolina – Unified Development Ordinance Page 10-43 <br /> <br />Riding Stable <br />An establishment for boarding, breeding, training or raising of horses, ponies, mules, and/or donkeys for a <br />fee; and/or rental of horses, ponies, mules, and/or donkeys for riding, driving, and/or instruction. Exercise <br />rings shall be considered accessory uses to a commercial stable. Smaller scale events, such as horse <br />shows expected to generate less than 80 traffic trips per day, may be held no more often than once per <br />month. The operator of a commercial stable may reside on the property to ensure the continuous care of <br />animals kept on the site. <br />Riparian Area <br />An area that is adjacent to a body of water. <br />Riverine <br />Relating to, formed by, or resembling a river (including tributaries), stream, brook, etc. <br />Road <br />See “Street.” <br />Rooming House <br />A host occupied dwelling unit building or group of attached or detached buildings containing, in <br />combination, from three to nine lodging unitswhere individual rooms are rented out for occupancy for <br />weekly or longer periods. Individual rooms do not contain kitchen or cooking facilities for occupant use., <br />with or without board, for residents, as distinguished from hotels and tourist homes in which rentals are <br />generally for daily or weekly periods and occupancy is by transients. 303 <br />Rural Buffer <br />Land adjacent to an urban or transition area that is rural in character and which should remain rural and <br />not require urban services. <br />Rural Community Activity Node Land <br />Land focused on designated road intersections which serve as a nodal crossroads for the surrounding <br />rural community and is an appropriate location for any of the following: church, fire station, small post <br />office, school, or other similar institutional uses and one or more commercial uses. <br />Rural Designated <br />Property that is not located in Urban Designated areas as defined in these definitions. <br />Rural Guest Establishments304 <br />A temporary lodging facility that is compatible to the primary land use of agriculture, forestry, open space, <br />or otherwise rural residential activities. Rural guest establishments consist of three subcategories based <br />on intensity and permit requirements, Bed and Breakfast, Bed and Breakfast Inn, and Country Inn, which <br />are further defined below. <br />A. Bed and Breakfast: A private, owner-occupied dwelling in which the frequency and volume of <br />paying guests is incidental to the primary use of the building as a private residence. One to three <br />guestrooms are made available to transient visitors. The establishment shall not contain <br />restaurant facilities, but may provide food service for transient guests only. (Zoning Permit) <br />B. Bed and Breakfast Inn: A business operated in a structure which is used primarily for providing <br />overnight accommodations to the public, even though the owner or manager lives on the <br />premises. The number of guestrooms may range from four to no more than eight. The <br />establishment shall not contain restaurant facilities, but may provide food service for transient <br />guests only. (Class B SUP) <br /> <br />303 The difference between a Rooming House and a Short Term Rental is the duration of stay (weekly or longer <br />versus overnight). Note a Rooming House must also be host occupied (i.e. the owner must live within the <br />structure). <br />304 Relocated and contained in the new definition of Short Term Rental. <br />200
