Article 10: Definitions 178 <br /> Section 10.1: Definitions <br /> • Active Open Space <br /> A subset or category of open space that defines the type and/or intensity of its use. Active areas are <br /> typically built areas and most often contain equipment and/or infrastructure. They are also frequently <br /> used by the residents. Examples include: trails, community gardens, and recreation fields, plays <br /> areas, pocket parks, and ball courts. <br /> • Passive Open Space <br /> A subset or category of open space that defines the type and/or intensity of its use. Passive areas are <br /> typically undisturbed, conserved areas that have little to no direct physical human interaction within <br /> that portion of the open space. <br /> • Utility Open Space <br /> A subset or category of open space that defines the type and/or intensity of its use. Utility areas are <br /> typically open but contain public and/or private utilities and services. Examples include utility lines or <br /> easements (e.g., water, sewer, gas, power), septic drain fields, and repair areas. Additional recreation <br /> use of these areas is typically limited based on the type of utility requirements that are in place. <br /> Community Center <br /> A new or existing facility that is owned or operated by a non-profit group from the community for non- <br /> commercial activity. <br /> Community Farmers' Market <br /> An enclosed or open-air facility for the retail sale of locally produced vegetables, flowers, meats, <br /> commodities, plants, crafts, etc. For the purpose of this definition, "local" means Orange County and <br /> counties that share a border with Orange County. <br /> Composting Operation <br /> A facility designed and used for transforming food, yard waste and other organic material into soil or <br /> fertilizer through biological decomposition. This does not include backyard composting bins serving <br /> individual families. <br /> Comprehensive Plan <br /> An internally consistent and compatible statement of policies for the long term, physical development of <br /> that portion of Orange County under County jurisdiction, consisting of a statement of development <br /> policies and maps and text setting forth objectives, principles, standards and plan proposals for physical <br /> development. <br /> The Comprehensive Plan also consists of adopted area plans which focus on a portion of the County <br /> such as a township, a watershed or an interstate highway interchange. Technical information and/or task <br /> force reports prepared as part of a plan element or an area plan and incorporated as part of the appendix <br /> of or as a supplement are also considered part of the Comprehensive Plan. <br /> Concentrating Solar Thermal (CST) Devices <br /> Systems that use lenses or mirrors, and often tracking systems, to focus or reflect a large area of sunlight <br /> into a small area. The concentrated energy is absorbed by a transfer fluid or gas and used as a heat <br /> source for either a conventional power plant, such as a steam power plant, or a power conversion unit, <br /> such as a sterling engine. Also known as Concentrated Solar Thermal (CST). <br /> Concrete Processing, Preparation, and Distribution <br /> A land use primarily engaged in the following: <br /> (a) Manufacturing Portland, natural, masonry, pozzolanic, and other hydraulic cements; <br /> (b) Batch or mixing plants; <br /> (c) Manufacturing of concrete pipe, brick, and block; or <br /> (d) Manufacturing other concrete products. <br /> Conditional Districts <br /> Orange County, North Carolina—Unified Development Ordinance Page 10-8 <br />
