Article 5: Uses 121 <br /> Section 5.11: Standards for Waste Management Facilities <br /> . - - <br /> 5.11.1 Solid Waste Collection Facilities Owned and Operated by A Public Agency for the Purpose <br /> of Disposal of Household Waste by Orange County Residents <br /> (A) General Stan ardsStandards of Evaluation <br /> (1) The site shall consist of a parcel, or easement across a parcel, (whether owned <br /> or leased by the public agency)which has been recorded by the Orange County <br /> Register of Deeds. <br /> (2) The parcel or easement across the parcel, (whether owned or leased by the <br /> public agency) on which the facility is located shall contain a minimum area of <br /> 40,000 square feet. <br /> (3) The parcel or easement shall have frontage on a State maintained road. <br /> (4) A Type B landscape buffer, 30' in width, shall be provided along the perimeter of <br /> the parcel or easement. <br /> (5) Fencing at least six feet in height shall be provided between the landscape buffer <br /> and the improved portion of the parcel or easement. <br /> (6) An entrance sign shall identify site as a sanitation collection site, and shall <br /> identify the responsible public agency. The sign shall contain a maximum of nine <br /> square feet and shall not exceed eight feet in height. Instructional signs may be <br /> erected as needed within the facility. <br /> (7) The entrance to the site shall contain a travelway a minimum of 30' in width. <br /> 5.11.2 Landfills <br /> (A) Use Standards <br /> (1) Shall not be permitted as a Conditional Use District. Refer to Section 5.1.3 of <br /> this Ordinance. <br /> W(B) Submittal Requirements and Standards of Evaluation for Class A and Class-B <br /> Special Use Permits 1r— <br /> (1) Submittal Requirements <br /> In addition to the basic information required by Section 2.7 the following <br /> information shall be submitted as part of the application: <br /> (a) Typical cross sections showing extent of overburden, extent of fill and <br /> water table elevation, based on mean sea level datum; <br /> (b) Proposed handling and storage areas for overburden, by products and fill <br /> materials; <br /> (c) Proposed fencing, screening and gates, parking, service and other <br /> areas; <br /> (d) Any areas proposed for ponding; and <br /> (e) Access roads to the site, as well as on site roads, with indication of <br /> surface treatment to limit dust, and sight distances on all roads used for <br /> access to the site. <br /> (f) An Operations Plan which shall include: <br /> 171 Under existing regulations a landfill operation less than 2 acres in area is required to obtain a Class B Special Use <br /> Permit.
