Article 5: Uses 106 <br /> Section 5.8: Standards for Childcare&Educational Facilities <br /> In addition to the information required by Section 2.7, the following shall be <br /> submitted as part of the application: <br /> (a) Where a State license is required to operate the facility, €evidence that <br /> the minimum requirements to qualify for a State of North Gareli.,o Ghil.J <br /> care facility ❑ceRse have boon +isfiedsaid license have been, or will be, <br /> met shall be submitted. <br /> (b) A floor plan of the proposed ^hi'�,4d-ease-facility, showing the use and <br /> dimensions of each room and the location of entrances and exits. <br /> (2) Standards of Evaluation <br /> (a) Facilities involving the care of children and adolescents shall The child <br /> core facility i be located in an area which is free from conditions <br /> dangerous to the physical and moral welfare of the children.1 ' <br /> (b) Where a State license is required to operate the facility, the applicant <br /> shall demonstrate Tthe minimum requirements to qualify fer., State eofr <br /> nler+h Gar„lina Ghild care fadi+„ ❑GeRsesaid license are satisfied. <br /> (c) There is direct frontage and access on a public State-maintained road. <br /> (d) Adequate access to and from the site as well as adequate space off the <br /> road right of way, is provided for the safe pick up and discharge of <br /> ^hilclients and is provided in such a manner that traffic generated <br /> by the chil,�„d-care-facility is not disruptive to adjacent residentially <br /> developed properties. <br /> (e) All child pfEkclient pick up and drop offs shall be on site, with proper <br /> vehicle stacking area equivalent to three cars. <br /> (f) The site plan shall show how the facilities will be screened from adjacent <br /> properties. A Type-B, 30-foot buffer shall be provided around ^hil�,ld care <br /> buildiRgthe facility and play- utdoor area in accordance with Section <br /> 6.8.6. These buffers will effectively screen the view of any outdoor play <br /> area, and reduce noise associated with the ^hi'�,.W-earefacility. <br /> (g) Each ^hi'�,,ld earefacility is required to provide of leasta minimum of 75 <br /> square feet of outdoor play-space for every child client in care. This <br /> space may not be located in a required buffer or in an area, which is <br /> used or reserved for use as a sewage disposal nitrification field. <br /> (h) Fencing and/or screening is to be provided which ensures the protection <br /> of the ^hi'�rclients receiving child care and protects adjacent <br /> residentially developed properties from trespass. <br /> (i) All gates shall be self-closing and self-latching. <br /> Q) Each ^hi'�,4d-earn-facility approved by the Board of Adjustment shall be <br /> reviewed annually by the Planning Director to ensure compliance with <br /> the standards of evaluation for such facilities and any conditions <br /> attached to the application by the Board of Adjustment. Any change in <br /> the operation of the facility, which deviates from the original standards <br /> and conditions will constitute a modification and will require the approval <br /> of the Board of Adjustment. In determining whether a change in the <br /> operation of the facility has occurred, the Planning Director shall be <br /> guided by the procedures and criteria contained in Sections 2.7.1 and <br /> 5.8.2(B)R4. <br /> 166 All standards geared towards uses involving the care of children and/or adolescents are being moved to a new <br /> section herein. <br /> Orange County, North Carolina—Unified Development Ordinance Page 5-96 <br />
