s <br />As discussed on page 1 and shown on the map in Attachment 1, the towns of <br />Chapel Hill and Carrboro and the entirety of the Joint Planning Area (both <br />Transition Areas and Rural Buffer) would fall within the area known as the "Upper <br />New Hope Arm." It is in this area that the most stringent reduction strategies <br />would be achieved. <br />Other portions of southwestern and western Orange County in Bingham <br />Township and along the County's western border fall into the "Haw River Arm, <br />which would be implementing rules to achieve nitrogen and phosphorus <br />reductions, but on a much lesser scale. <br />The following table reflects the actual reductions requirements for these sectors, <br />and provides a synopsis of the implications by type of measure or activity: <br />Upper New Hope Arm Reduction Requirements: <br />Nitrogen (N): 35% reduction , or an allowed 4.1 Ib N/acre per year <br />Phosphorus (P): 5% reduction , or an allowed 1.1 Ib P/acre per year <br />Reductions from a 1997-2001 baseline period <br />Haw River Arm Reduction Requirements: <br />Nitrogen (N): 8% reduction , or an allowed 5.6 pounds N /acre /year <br />Phosphorus: 5% reduction , or an allowed 1.5 pounds P /acre /year <br />Reductions from a 1997-2001 baseline period <br />
