Groups including the Haw River Assembly and <br />the NC Citizens for Glean Water have adopted resolutions urging the State to implement the <br />proposed measures. Several jurisdictions and utility providers within the Upper New Hope <br />Arm of the lake have identified the need for adaptive management to refine existing <br />information and gather additicnal data, to calibrate the modeling done to date and perhaps <br />generate an improved strategy. The NCDWG2 is accepting comments on the proposed plan <br />through May 31ST <br />Staff from Planning and Inspections and ERCD have prepared a report with additional details <br />regarding the background/context, proposed rules and implications for Orange County, and <br />some possible issues for comment (attached,) <br />FINANCIAL IMPACT: There is no financial impact associated with receipt of the report ar <br />provision of comments, The implementation of the proposed rules, and the question of <br />possible Orange County inclusion in the Phase II NPDES program (please see attached <br />report) would have financial implications for the County in terms of stormwater controls and <br />changes to development standards, as well as other as yet unidentified components <br />RECOMMENDATION(S): The Manager recommends that the Board review and discuss the <br />staff report, including the issues for possible comment, and decide what (if any) comment to <br />share with the NCDWQ prior to May 31St, If formal comment is desired, staff could prepare a <br />letter based on the Board's discussion to transmit prior to May 31 S` <br />
