County's <br /> Solid Waste Management Department. <br /> BACKGROUND: The Solid Waste Department's FY 2001-02 operating budget includes funding for <br /> the purchase of ten 30-cubic yard Roll-off Containers. These containers would be used to replace <br /> leased containers for newspapers and magazines at three existing recycling dropoff sites and at the <br /> new recycling site being constructed at Carrboro Plaza. <br /> Specifications were developed by staff that met the County's needs. The bid call was advertised and <br /> bids were solicited from nine vendors on Orange County Bid number 1259. Three bidders responded. <br /> Attached is a tabulation of that bid. Carolina Environmental Systems of Kernersville, North Carolina <br /> submitted the lowest responsible bid that was responsive at a delivered cost of$35,260 for ten (10) <br /> units. <br /> FINANCIAL IMPACT: Under the County's current recycling operation, a private contractor leases to <br /> the Solid Waste Management Department 3 newspaper roll-off containers @ $25/each/month and 4 <br /> magazine roll-off containers @ $10/each/month. There is an additional charge of $75 per collection <br /> for these containers. They are located at the following sites: University Mall (Chapel Hill); Cedar Falls <br /> Park (Chapel Hill); and WalMart (Hillsborough). By purchasing these containers, the Department <br /> expects to realize cost savings of about $85,000 over the next six years. Total cost of this action, if <br /> approved by the Board, would be $35,260. Sufficient funds to cover this purchase are allocated in the <br /> Solid Waste Management Department's FY 2001-02 operating budget. <br /> RECOMMENDATION(S): The Manager recommends that the Board award bid number 1259 to <br /> Carolina Environmental Systems of Kernersville, North Carolina in the amount of$35,260; and <br /> authorize the Purchasing Director to execute the necessary paperwork. <br />
