<br />Minutes of the Hoard of County Cortm3ssicners
<br />February 12, 1959
<br />The Orange County Board of Commissioners met in called session on Thursday, February 12, 1959
<br />at 8 o'clock n.m, in the Commissioners' room at the courthouse in Hillsboro, N. C,
<br />Members present: Chairman R, J. I4. Hobbs, Commissioners Clarence Jones, Donald 17c-ade,
<br />Donald Stanford and Henry Walker.
<br />Members absent: none
<br />The Board of County Conmissioners and the County Board of Education met in ,joint session
<br />for the purpose-of appointing a Chairmen and two members of the County Board of Alcoholic
<br />Control,
<br />The County Attorney, A. H, Graham, briefly outlined the actions which should be taken by
<br />the Boat'ds at this meeting. He stated the Hoards in Joint session should elect a Chairman and
<br />two members as cell as set the compensation of these persons.
<br />It was the expressed sentiment of the Hoard members that the Chairman of the Board to be
<br />created should not be a full time employee of the system and if the Board should elect one of
<br />its members to any oosition within the system, this person should resign from the Board of
<br />Alcoholic Control.
<br />Coaunissioner Jones moved that the salary of the Board members be set at j7.0O per day plus
<br />travel expense, Commissioner Stanford seconded this motion, After considerable discussion
<br />Ross Porter moved the motion be amended by setting the oer diem at 510.00 per day plus
<br />travel allwance, This amendment was seconded by Commissioner McDade, Chairman Hobbs called
<br />tor' a vote on the amended motion and the ayes carried and the motion was declared passed.
<br />It was then moved by Rosa Porter that the A.B .C, Board be reouested to employ a full
<br />time manager other than one of its Boazd members to supervise the operation of the system,
<br />This motion received a second from Commissioner Flalker. Chairman Hobbs called Tor a voice
<br />voted the ayes carried and the motion was declared passed.
<br />At this ooint the Hoards went into executive session and all visitors were asked to
<br />leave the room. Letters were read from persons interested in ore aspect of the orogram or
<br />another. A11 this correspondence was ordered sent to the person selected as Chairmen of the
<br />A.B ,C. Board,
<br />Chaizman Hobbs called for nominations of persons to positions on the A.H,C. Board.
<br />Ross Porter nominated Dudley D. Cazroll, Sr„ of Chanel H111.
<br />Commissioner Jones nominated Edwin J, Hamllin of Hillsboro.
<br />Ross Porter nominated S. T. lotto of Hillsboro.
<br />Commissioner McDade nominated ft, J, Smith, Sr„ of Hillsboro.
<br />Ross Porter nominated Giles Long of Cedar Crove and Conmissioner Sones nominated John
<br />.and, Jr'., of Efland.
<br />A secret ballot was taken for membership of the A.B A, Aoard. The three highest names
<br />•e: -. D. Carroll, Sr. of Chapel Hill, N. C,y Glles Long of Cedar Crove, N, C. and R. J.
<br />.t.h, Sr. of Hillsboro, N. C. These mem were then declared elected to the A,B A, Board by
<br />carman Hobbs.
<br />Conmdssioner Stanford moved D, D. Carroll, Sr. be elected Chairman of the A.H.C. Board for a
<br />m of three (3) years. Commissioner McDade seconded this motion. On a voice vote the ayes
<br />vied and D. D, Cazroll, Sr, was declared Chairman of the A..H,0. Board.
<br />Ross Porter moved R, J. Smith, Sr. be declared the member for a term of two (2) years. This
<br />ion was seconded and upon a voice vote the ayes carried and R. J, Smith, Sx', was declared a
<br />ber of the A.B.C. Board for a term of txo (2) years.
<br />Ross Porter moved Giles Long ba declared the Board member for a term of one (1) years. This
<br />ion was seconded and upon a voice vote the ayes cazried and Giles Long xas declared a member's of
<br />A,H.C. Hoard for a term of one (1) year.
<br />the ,joint session was then adjourned.
<br />The Commissioners reconvened in session for and discussed the appointment of an Assistant Sudge
<br />servo in the absence of Judge L. J. Phipos. Commissioner Jones reoorted that A. H. Graham
<br />my Attorney, would serve in this capacity if requested to do so.
<br />A letter from Jane Parker, lPelfare Superintendent, was read concerning termites in her
<br />Lce. The County Accountant was directed to take stops to remedy this situation.
<br />Ihere being no further business this meeting was adjourned.
