<br /> A commercial activity,attracting at least 20 people at any given time, that typically does not involve

<br /> than 50 days per year 321 Examples of special events are craft shows, small festivals, concerts, medical
<br /> or veterinary clinics, and sites operated by businesses engaged in hosting outdoor social events such as
<br /> picnics or receptions sponsored by a restaurant or caterer.
<br /> Activities which are not included in this definition include:
<br /> a) Events of a personal or non-profit, nature such as family reunions and church activities;
<br /> b) Farm-related or rural events such as horse shows, 4-H events and auctions; and
<br /> c) Fund-raising events for non-profit organizations.
<br /> Special Flood Hazard Area (SFHA)
<br /> The land in the floodplain subject to a 1%or greater chance of being flooded in any given year as
<br /> determined in Section 1.1.3 of this Ordinance, as defined by the base flood elevation.
<br /> Special-Purpose Unit of Government
<br /> Any special district or public authority.
<br /> Special Use
<br /> A use which would not be appropriate generally throughout the zoning district or without special study, but
<br /> which, if controlled as to number, area, location or relation to neighborhood, would be appropriate. Such
<br /> uses which are listed as Special Uses in the Permitted Use Table, Section 5.2, may be installed and
<br /> operated only after approval by the Board of Commissioners or by the Board of Adjustment, as
<br /> appropriate, subject to the general and specific standards.
<br /> Specified Anatomical Areas
<br /> (a) Less than completely and opaquely covered human: (i) genitals, pubic region, (ii) buttocks, or
<br /> (iii) breast below a point immediately above the top of the areola; or
<br /> (b) Human male genitals in a discernibly turgid state, even if completely and opaquely covered.
<br /> Specified Sexual Activities
<br /> (a) Human genitals in a state of sexual stimulation or arousal;
<br /> (b) Acts of human masturbation, sexual intercourse or sodomy; or
<br /> (c) Fondling or other erotic touchings of human genitals, pubic regions, buttocks or breasts.
<br /> Starch, Vegetable Fats, and Oils Manufacturing
<br /> Establishments primarily engaged in creating a finished oil based product by:
<br /> (a) Wet milling corn and vegetables;
<br /> (b) Crushing oilseeds and tree nuts;
<br /> (c) Refining and/or blending vegetable oils;
<br /> (d) Manufacturing shortening and margarine;armor
<br /> (e) Blending purchased animal fats with vegetable fats-322
<br /> Start of Construction
<br /> Includes substantial improvement, and means the date the building permit was issued, provided the
<br /> actual start of construction, repair, reconstruction, rehabilitation, addition placement, or other
<br /> improvement was within 180 days of the permit date. The actual start means either the first placement of
<br /> permanent construction of a structure (including a manufactured home) on a site, such as the pouring of
<br /> slabs or footings, installation of piles, construction of columns, or any work beyond the stage of
<br /> excavation; or the placement of a manufactured home on a foundation. Permanent construction does not
<br /> include land preparation, such as clearing, grading, and filling; nor does it include the installation of
<br /> streets and/or walkways; nor does it include excavation for a basement, footings, piers, or foundations or
<br /> the erection of temporary forms; nor does it include the installation on the property of accessory buildings,
