Article 6: Development Standards 235 <br /> Section 6.9: Parking, Loading & Circulation <br /> •N 6.9: PARKING, LOADING & CIRCULATION <br /> 6.9.1 Purpose & Intent <br /> The purpose of this Section is to promote the public health, safety and welfare, as well as to <br /> improve the quality of the built environment for Orange County by establishing suitable standards <br /> for motorized vehicle parking and loading areas that are appropriate for the varying urban and <br /> rural forms. <br /> 6.9.2 Applicability <br /> No Building Permit, Zoning Compliance Permit or Certificate of Occupancy shall be issued for <br /> uses of land, structures, and buildings, either initially or for a change in use or expansion of an <br /> existing use, unless the off-street parking and loading requirements of this Section are met. <br /> 6.9.3 Prohibited Within Special Flood Hazard Areas <br /> Off-street parking and loading facilities are prohibited within Special Flood Hazard Areas. <br /> 6.9.4 Use of Required Parking and Loading Spaces <br /> (A) Required parking and loading spaces shall not be used for the storage or sale of <br /> merchandise, vehicle storage, vehicles for sale, or vehicle repair. Non-required spaces <br /> proposed for these uses shall be designated on an approved site plan. <br /> (B) Any area designated for required off-street parking and loading shall not be changed to <br /> another use until other parking and loading facilities in conformance with this section are <br /> established elsewhere to serve the site. <br /> 6.9.5 Expansion and Increased Intensity of Existing Use <br /> (A) Whenever there is an increase in the number of dwelling units, the number of employees, <br /> the seating capacity, the floor area, or other applicable unit of measurement for <br /> determining the number of parking and loading spaces required on site, and the increase <br /> will result in the need for additional parking spaces, such additional spaces shall be <br /> provided in accordance with the following and Section 6.9.7 of this Ordinance: <br /> (1) If an existing use, building, or structure is increased by 50% or less, additional <br /> parking and/or loading spaces shall be provided for the addition, in accordance <br /> with the requirements of this Section. <br /> (2) If a use, building, or structure having inadequate parking and/or loading spaces is <br /> increased by greater than 50%, additional parking and/or loading spaces shall be <br /> provided to bring the entire development site into compliance with the <br /> requirements of this Section. <br /> (B) For purposes of this Sub-Section, the expansion or increased intensity shall be <br /> determined based on the current building size and use, and may not be calculated <br /> independently for each separate expansion or intensification. <br /> 6.9.6 Change of Use <br /> Additional off-street parking spaces will be required to accommodate a change of use of a <br /> structure or parcel of land only when the new use requires 25% or more parking spaces than the <br /> previous use or 25 or more additional spaces. <br /> 6.9.7 Off-Street Parking Requirements <br /> Each use shall provide off-street parking in accordance with the following standards: <br /> Orange County, North Carolina—Unified Development Ordinance Page 6-53 <br />
