48 19 <br /> ORANGE COUNTY <br /> ENVIRONMENT AND RESOURCE CONSERVATION DEPARTMENT <br /> MEMORANDUM <br /> To: Carla Batem <br /> From: Rich Shaw <br /> Date: September 6, 2001 <br /> Re: Proposed Mill Creek II Subdivision (Section 1) <br /> Thank you the opportunity to review and comment on the proposed subdivision <br /> referenced above. My comments are generally intended to a) address any concerns <br /> that ERCD may have with respect to potential impacts on important natural and <br /> cultural resources, and b) identify any areas that could be desirable for possible <br /> dedication to the County for public recreation/open space pursuant to current <br /> subdivision regulations. <br /> The preliminary plat for Mill Creek II (Section 1) shows that over 17 acres (40%) are <br /> to be set aside as permanent open space and deeded to a homeowners' association. <br /> From the 1998 orthophoto it appears that that open space is comprised of mixed <br /> hardwoods and pine, while most of the areas to be developed are younger pine. <br /> From a natural resource protection standpoint, the proposed subdivision does a nice <br /> job of providing open space (more than what is required!) and protecting portions of <br /> the more mature, wooded section of the property. There does not appear to be any <br /> streams flowing through this section, however a future section of the subdivision will <br /> need to address-a perennial stream in the Back Creek protected watershed. <br /> In conclusion, the plan appears consistent with the County's desire to minimize <br /> adverse environmental impacts with respect to the protection of floodplains, <br /> wetlands, natural areas and wildlife habitat, historic and cultural resources and <br /> prime farmland.
