13 <br /> 1 education for the children, employment according to their ability and complete <br /> 2 equality before the law."; and <br /> 3 <br /> 4 WHEREAS, during the early decades of the NAACP, an anti-lynching campaign was central to <br /> 5 its agenda; and <br /> 6 <br /> 7 WHEREAS, the NAACP played a pivotal role in the civil rights movement of the 1950s and <br /> 8 1960s; and <br /> 9 <br /> 10 WHEREAS, one of the organization's key victories was the U. S. Supreme Court's 1954 <br /> 11 decision in Brown v. Board of Education that outlawed segregation in public <br /> 12 schools; and <br /> 13 <br /> 14 WHEREAS, the mission of the NAACP has evolved today "to secure the political, educational, <br /> 15 social, and economic equality of rights in order to eliminate race-based <br /> 16 discrimination and ensure the health and well-being of all persons"; and <br /> 17 <br /> 18 WHEREAS, the NAACP has grown to more than half a million members worldwide; and <br /> 19 <br /> 20 WHEREAS, historically marginalized and oppressed people remain encouraged and continue <br /> 21 the march for the full measure of social justice and equality that they believe they <br /> 22 shall achieve one day; <br /> 23 <br /> 24 NOW, THEREFORE, the Orange County Board of Commissioners hereby recognizes the 110tn <br /> 25 anniversary of the National Association for the Advancement of Colored People, <br /> 26 and urges all residents to support and engage in the ongoing struggle to ensure <br /> 27 justice and equality for all of humanity...locally, nationally and globally. <br /> 28 <br /> 29 This the 2nd day of April 2019. <br /> 30 <br /> 31 A motion was made by Commissioner Dorosin, seconded by Commissioner Greene to <br /> 32 approve the proclamation recognizing the 110th Anniversary of the National Association for the <br /> 33 Advancement of Colored People (NAACP) in 2019. <br /> 34 <br /> 35 VOTE: UNANIMOUS <br /> 36 <br /> 37 e. Update on Current Tax Base and 2021 Countywide Revaluation <br /> 38 The Board received an update on the current state of taxable property in Orange <br /> 39 County, and received an overview of the 2021 revaluation process. <br /> 40 <br /> 41 BACKGROUND: <br /> 42 Counties in North Carolina are required to conduct a revaluation of all real property at least <br /> 43 once every eight (8) years. Orange County, like many other counties, has adopted a resolution <br /> 44 to advance the cycle to once every four (4) years.
