9 <br /> 1 WHEREAS, 1 in 5 American women have been sexually assaulted at some point in their lives <br /> 2 (Centers for Disease Control and Prevention, 2010); and <br /> 3 <br /> 4 WHEREAS, in the United States rape is the most costly crime to its survivors, totaling $127 <br /> 5 billion a year considering factors such as medical cost, lost earnings, pain, suffering, and lost <br /> 6 quality of life (U.S. Department of Justice, 1996); and <br /> 7 <br /> 8 WHEREAS, in the United States 1 in 3 women and 1 in 4 men have experienced some form of <br /> 9 sexual or physical violence committed by an intimate partner (Centers for Disease Control and <br /> 10 Prevention, 2010); and <br /> 11 <br /> 12 WHEREAS, there are more than 18,000 sex offenders registered as living in North Carolina <br /> 13 (NC State Bureau of Investigation, 2019); and <br /> 14 <br /> 15 WHEREAS, victim-blaming continues to be an enormous problem in instances of rape and <br /> 16 sexual assault; and <br /> 17 <br /> 18 WHEREAS, the Orange County Rape Crisis Center, a nonprofit agency that has served this <br /> 19 community since 1974, is working to stop sexual violence and its impact through support, <br /> 20 education, and advocacy; <br /> 21 <br /> 22 NOW, THEREFORE BE IT RESOLVED that we, the Orange County Board of Commissioners, <br /> 23 do hereby proclaim the month of April 2019 as "SEXUAL ASSAULT AWARENESS MONTH," <br /> 24 and encourage all residents to speak out against sexual violence and to support their local <br /> 25 community's efforts to prevent and respond to these appalling crimes. <br /> 26 <br /> 27 This the 2nd day of April 2019. <br /> 28 <br /> 29 A motion was made by Commissioner Dorosin, seconded by Commissioner Price for the <br /> 30 Board to approve the proclamation designating April 2019 as "Sexual Assault Awareness <br /> 31 Month" in Orange County and authorize the Chair to sign the proclamation. <br /> 32 <br /> 33 VOTE: UNANIMOUS <br /> 34 <br /> 35 b. Fair Housing Month Proclamation <br /> 36 The Board considered voting to approve a proclamation designating April 2019 as Fair <br /> 37 Housing Month in Orange County and authorize the Chair to sign. <br /> 38 Annette Moore presented the information below: <br /> 39 <br /> 40 BACKGROUND: <br /> 41 The month of April is National Fair Housing Month. April 2019 will mark the 51st anniversary of <br /> 42 the enactment of the Federal Fair Housing Act of 1968 and the 25t" anniversary of the Orange <br /> 43 County Civil Rights Ordinance. These laws grant every person a right to live where they <br /> 44 choose, free from discrimination on the basis race, color, national origin, sex or gender, religion, <br /> 45 familial status, or disability. The Orange County Civil Rights Ordinance, established in 1987, <br /> 46 adds additional protections from discrimination based on age and veterans status. <br /> 47 During Fair Housing Month the Human Rights and Relations Department and the Human <br /> 48 Relations Commission, along with other community organizations, will co-sponsor a variety of <br /> 49 events to commemorate Fair Housing Month. In addition to an Emergency Preparedness Power <br /> 50 of Attorney Clinic, the County will also host and co-sponsor other events. <br />
