52 <br /> The permissibility of a given land use is directly related to the nature of same. <br /> For example, the County will still be allowing places of worship (i.e. church, <br /> mosque, synagogue, temple, etc.) as a permitted use in virtually all established <br /> general use zoning districts (residential and non-residential). Assembly land <br /> uses that are characterized as a commercial venture (i.e. retreat center) will <br /> continue to be heavily regulated and require a heightened level of permit review <br /> in residential general use zoning districts (i.e. reviewed and acted upon through <br /> the Class B Special Use Permit process). <br /> 19.Does this mean development opportunities for wedding venues or other <br /> similar `retreat center' activities are being expanded? <br /> A `wedding venue' is still being considered a `Retreat Center' and will be <br /> permitted accordingly. <br /> Such land uses will be allowed in the following general use zoning districts: <br /> • Rural Buffer (RB), Agricultural Residential (AR), and Rural Residential (R- <br /> 1) general use zoning districts through the review and approval of a Class <br /> B Special Use Permit. <br /> STAFF COMMENT: This is consistent with existing regulations and <br /> no changes are being recommended. <br /> • Neighborhood Commercial (NC-2), Community Commercial (CC-3); <br /> General Commercial (GC-4); Economic Development Buckhorn Low <br /> Intensity (EDB-1); Economic Development Eno Low Intensity (EDE-1); <br /> and Economic Development Hillsborough Office/Retail (EDH-4) general <br /> use zoning districts through site plan review process (i.e. staff review with <br /> no public hearing). <br /> STAFF COMMENT: This is a modification as requested by the <br /> Planning Director to allow for additional commercial activities within <br /> various non-residential general use zoning districts. <br /> 20.Why is the term `assembly' being used and won't that cause confusion with <br /> the proposed `Manufacturing, Assembly, Processing' land use category? <br /> Staff is recommending the use of the term `assembly' because that is the best <br /> term to describe/summarize the land use category: a gathering or a group of <br /> people for a specific purpose. <br /> Staff does not anticipate any conflicts or confusion based on recommended <br /> definitions and the context of word usage within the UDO. <br />
