47 <br /> that temporary lodging units for guests of regular tenants may be provided <br /> in any residential hotel, with number of such units limited to 10% of the <br /> number of tenant lodging units. <br /> These activities are permitted within the following general use zoning <br /> districts subject to the review and approval of a Class A Special Use <br /> Permit (i.e. acted upon by the BOCC): <br /> • High Intensity Residential (R-5, R-8, and R-13), <br /> • Community Commercial (CC-3), <br /> • General Commercial (GC-4), <br /> c. Rooming House defined as: A building or group of attached or detached <br /> buildings containing, in combination, from three to nine lodging units for <br /> occupancy for weekly or longer periods, with or without board, for <br /> residents, as distinguished from hotels and tourist homes in which rentals <br /> are generally for daily or weekly periods and occupancy is by transients. <br /> These activities are permitted within the following general use zoning <br /> districts subject to the review and approval of a site plan (i.e. <br /> administrative review and approval by staff): <br /> • Medium Intensity Residential (R-4), <br /> • High Intensity Residential (R-5, R-8, and R-13). <br /> d. Rural Guest Establishment defined as: A temporary lodging facility that is <br /> compatible to the primary land use of agriculture, forestry, open space, or <br /> otherwise rural residential activities. Rural guest establishments consist of <br /> three subcategories based on intensity and permit requirements, Bed and <br /> Breakfast, Bed and Breakfast Inn, and Country Inn, which are further <br /> defined below. <br /> A. Bed and Breakfast: A private, owner-occupied dwelling in which <br /> the frequency and volume of paying guests is incidental to the <br /> primary use of the building as a private residence. One to three <br /> guestrooms are made available to transient visitors. The <br /> establishment shall not contain restaurant facilities, but may <br /> provide food service for transient guests only. (Zoning Permit) <br /> B. Bed and Breakfast Inn: A business operated in a structure which <br /> is used primarily for providing overnight accommodations to the <br /> public, even though the owner or manager lives on the <br /> premises. The number of guestrooms may range from four to no <br /> more than eight. The establishment shall not contain restaurant <br /> facilities, but may provide food service for transient guests only. <br /> (Class B SUP) <br /> C. Country Inn: A business, which offers accommodations and <br /> dining in a predominately rural area. Overnight accommodations <br /> are available, and a full-service restaurant provides breakfast, <br />
