She said she is a freshman at the <br /> 3 University of North Carolina, and is a lovely, inspiring young lady. <br /> 4 Chair Rich said she worked with Fred Battle on the OWASA board, and he was always <br /> 5 very concerned about wasting water and leaky pipes that resulted in high water bills. <br /> 6 Commissioner Price said in addition to a proclamation for Fred Battle, she would also <br /> 7 like to send something to the family. She said Fred had a present throughout Orange County, <br /> 8 and his legacy is great, and there is much work to be done to honor it, and continue his work. <br /> 9 <br /> 10 4. Sexual Assault Awareness Month Proclamation <br /> 13 The Board considered voting to approve a proclamation recognizing April 2019 as <br /> 14 Sexual Assault Awareness Month in Orange County and authorize the Chair to sign. <br /> 15 <br /> 16 BACKGROUND: <br /> 17 The Orange County Rape Crisis Center, a non-profit, volunteer agency which has been serving <br /> 18 the community since 1974 is working with others in the community to stop sexual violence and <br /> 19 its impact through support, education and advocacy. Sexual assault is the most costly crime to <br /> 20 its victims considering factors such as medical cost, lost earnings, pain, suffering and lost <br /> 21 quality of life. The Orange County Rape Crisis Center assisted over 700 survivors of sexual <br /> 22 violence, their loved ones, and community professionals during 2018. <br /> 23 <br /> 24 The coordination of the Orange County Sexual Assault Response Team (SART) is bringing <br /> 25 together members of law enforcement, the medical community, the legal system and other <br /> 26 community advocates to improve services for survivors of sexual assault who come forward. <br /> 27 The Board of Commissioners is asked to proclaim April 2019 as "Sexual Assault Awareness <br /> 28 Month" in Orange County to encourage all residents to speak out against sexual assault, and to <br /> 29 support their local communities' efforts to provide services to victims of these appalling crimes. <br /> 30 The Board has approved similar resolutions in prior years. <br /> 31 <br /> 32 Rachel Valentine, Executive Director of the Orange County Rape Crisis Center read the <br /> 33 proclamation: <br /> 34 ORANGE COUNTY BOARD OF COMMISSIONERS <br /> 35 <br /> 36 Proclamation <br /> 37 "Sexual Assault Awareness Month" <br /> 38 <br /> 39 WHEREAS, the Orange County Rape Crisis Center assisted over 700 survivors of sexual <br /> 40 violence, their loved ones, and community professionals during 2018; and <br /> 41 <br /> 42 WHEREAS, the Orange County Rape Crisis Center works with the county's two school systems <br /> 43 and other groups to provide students with age-appropriate information about violence <br /> 44 prevention, reaching over 17,500 youth and adults each year; and <br /> 45 <br /> 46 WHEREAS, the coordination of the Orange County Sexual Assault Response Team (SART) is <br /> 47 bringing together members of law enforcement, the medical community, the legal system, and <br /> 48 other community advocates to improve services for survivors of sexual assault who come <br /> 49 forward; and <br /> 50 <br />
