27 <br /> 1 Planning Director also recommends the BOCC adopt the E-B-M AMP (Attachment 4). Adoption <br /> 2 of the plan will lead to more orderly growth, which promotes the public health, safety, and <br /> 3 general welfare and helps to achieve the purposes of the adopted Comprehensive Plan. <br /> 4 <br /> 5 Commissioner Price thanked Craig Benedict and staff for holding the community <br /> 6 meeting. <br /> 7 Commissioner Dorosin asked if there is a plan moving forward. <br /> 8 Craig Benedict said the overall access management plan is a document that goes <br /> 9 beyond the deletion of this, and this plan becomes part of the Unified Development Ordinance <br /> 10 (UDO). He said when development comes forward in the area, staff can refer back to this plan <br /> 11 and take the details into account in the review of any projects. <br /> 12 Commissioner Dorosin said DOT is still looking at rail crossings, and asked if the Board <br /> 13 may need to revisit this again in the future. <br /> 14 Craig Benedict said yes, and the traffic separation study was focused on about 5 other <br /> 15 crossings, back towards Mebane. He said some work has been done with private crossings <br /> 16 from here almost to Durham. He said in the process for getting funding for these types of <br /> 17 projects, there has to be feasibility plans that look at the cultural aspects. He said he would <br /> 18 expect SPOT processes would be involved prior to projects being submitted. He said staff has <br /> 19 to stay on top of things to provide community and Commission input. He said staff will submit <br /> 20 priority lists for projects to be submitted for SPOT 6.0. <br /> 21 <br /> 22 A motion was made by Commissioner Dorosin seconded by Commissioner Price for the <br /> 23 Board to adopt the 2019 Efland- Buckhorn-Mebane Access Management Plan (Attachment 4) <br /> 24 with attachment 3 (after situation). <br /> 25 <br /> 26 VOTE: UNANIMOUS <br /> 27 <br /> 28 b. Approval to Acquire Property at 509 Central Avenue, Hillsborough <br /> 29 The Board considered voting to approve the exercise of the County's Right of First <br /> 30 Refusal and the acquisition of property at 509 Central Avenue, Hillsborough, NC 27278 at a <br /> 31 purchase price to be negotiated but not to exceed $171,000 plus other associated closing <br /> 32 costs, including the cost of any ad valorem taxes due on the property following closing for the <br /> 33 year, in order to maintain the said property for affordable housing purposes. If the acquisition is <br /> 34 approved, the funds for purchase will be paid out of the Affordable Housing Land Banking <br /> 35 Fund. <br /> 36 Sherrill Hampton presented the information below: <br /> 37 <br /> 38 BACKGROUND: <br /> 39 On February 20, Delores Bailey, Executive Director of EmPOWERment, Inc., contacted Orange <br /> 40 County's Housing and Community Development Department (H&CD) about the proposed sale <br /> 41 of 509 Central Avenue, Hillsborough, NC and the required pay-off of a $5,000 second mortgage <br /> 42 and satisfaction of the associated Deed of Trust for Shannon Brown, the owner of the property. <br /> 43 H&CD staff notified the County Attorney's Office and began the process of review. <br /> 44 <br /> 45 The unit at the 509 Central Avenue property is a 1,077 square foot, 3-bedroom and 2-bath <br /> 46 Ranch-style home. The total acreage of the property is .29 acres. The home was built in 1994. <br /> 47 Adam M. Hooks of Tate-Mosher Appraisal Group, Inc. conducted the private appraisal, and the <br /> 48 home was appraised for$175,000. Attachment 1 provides pictures of the unit and the Property <br /> 49 Map from the Orange County GIS Records. <br /> 50 <br />
