The project also funds design services for a <br /> 3 large roofing projects at the Southern Human Services Center ($64,000) as <br /> 4 well as a partial window replacement at the Whitted Building ($111,300). <br /> 5 <br /> 6 o Whitted Site Drainage and Storm Water Improvements ($575,000) <br /> 7 <br /> 8 The Whitted Building is positioned at the bottom of a hill, subjecting the <br /> 9 facility to significant storm water impacts. These impacts have created water <br /> 10 intrusion issues from the exterior of the building. This project recommends <br /> 11 site drainage improvements, facility waterproofing, and grading changes to <br /> 12 prevent water from penetrating the exterior walls. <br /> 13 <br /> 14 Criminal Justice Resource Department - $216,300 <br /> 15 The Criminal Justice Resource Department is currently located in the Justice Center. <br /> 16 The Board of Commissioners has supported the growth of this department to improve <br /> 17 outcomes for residents involved in the criminal justice system as well as those at risk of <br /> 18 involvement. As the department has grown in scope and complexity, additional office <br /> 19 space will be required to meet the needs of additional staff. The FY2019-20 CIP <br /> 20 recommends $216,300 to remodel underutilized office space in the Justice Facility to <br /> 21 accommodate current staffing needs and future growth. <br /> 22 <br /> 23 Facility Accessibility and Security Improvements - $371,000 <br /> 24 The FY2019-20 CIP recommends several improvements to facility access. The two <br /> 25 largest projects in this category would create an accessible sidewalk to River Park from <br /> 26 the new bus stop on Churton Street ($88,000) and repair the steps, sidewalk and curb <br /> 27 outside of the Whitted Building. The project also recommends the installation of <br /> 28 Automatic Emergency Defibrillators at several County facilities. <br /> 29 <br /> 30 Economic Development— Piedmont Food Processing Facility Improvements - <br /> 31 $185,000 <br /> 32 Part of the County's economic development strategy is to facilitate the use of locally <br /> 33 grown food and to support the growth of small businesses. The Piedmont Food <br /> 34 Processing Facility provides a low cost food production environment to reduce barriers <br /> 35 to entering the food production market. This project recommends installing a pre-cast <br /> 36 grease interceptor to comply with food production facility regulations as well as a drive <br /> 37 over drain for food trucks to easily dispose of waste water. The FY2019-20 CIP also <br /> 38 recommends a $125,000 emergency generator to provide consistent cooling capability <br /> 39 during a power interruption. Both of these projects are recommended to be funded using <br /> 40 Article 46 Economic Development sales tax fund balance. <br /> 41 <br /> 42 Sustainability Bank - $50,000 <br /> 43 The Sustainability Bank project provides funding for small scale sustainability or <br /> 44 renewable energy projects. During the upcoming fiscal year, departments will be asked <br /> 45 to submit project proposals. These proposals will be evaluated and ranked by a staff <br /> 46 team and approved by the Board of Commissioners prior to implementation. Priority will <br /> 47 be given to projects that leverage outside funding or serve as the local match for grant <br /> 48 applications. Funding for the Sustainability Bank was reallocated from the Board's <br /> 49 Technology Initiatives project. The Technology Initiatives project has not been used for <br /> 50 several years and currently has a balance of$200,000. <br />
