12 <br /> 1 WHEREAS, for the past 44 years, the CDBG Program has provided annual funding and <br /> 2 flexibility to local communities to provide safe, decent and affordable housing, a <br /> 3 suitable living environment and affordable housing opportunities to low and <br /> 4 moderate income persons and families; and <br /> 5 <br /> 6 WHEREAS, for the past 27 years, the HOME program has provided funding to local <br /> 7 communities to create and preserve safe, decent and affordable housing for low <br /> 8 income persons and families; and <br /> 9 <br /> 10 WHEREAS, last year the Orange County HOME Consortium, consisting of Orange County and <br /> 11 the towns of Carrboro, Chapel Hill and Hillsborough, received a total of$401,340 <br /> 12 in HOME funds that were used for second mortgage assistance, acquisition of <br /> 13 affordable rental housing and tenant-based rental assistance; and <br /> 14 <br /> 15 WHEREAS, every $1.00 of HOME grant funding leverages more than $4.00 in other funding to <br /> 16 help further expand the critically-needed supply of affordable housing; <br /> 17 <br /> 18 NOW, THEREFORE, we, the Board of County Commissioners of Orange County, North <br /> 19 Carolina, do hereby proclaim April 22-26, 2019 as COMMUNITY DEVELOPMENT WEEK and <br /> 20 commend this observance to all Orange County residents. <br /> 21 <br /> 22 This the 2nd day of April 2019. <br /> 23 <br /> 24 A motion was made by Commissioner Price, seconded by Commissioner McKee for the <br /> 25 Board to approve the proclamation and authorize the Chair to sign the proclamation. <br /> 26 <br /> 27 VOTE: UNANIMOUS <br /> 28 <br /> 29 d. E. B. DuBois, Mary White Ovington, Ida B.
