10 <br /> 1 <br /> 2 The County also acknowledges its Community Partners in the Community Book Read — <br /> 3 Empowerment, Habitat for Humanity, Marian Cheek Jackson Center, Orange County Affordable <br /> 4 Housing Coalition, Orange County Partnership to End Homelessness, Orange County <br /> 5 Affordable Housing Advisory Board and the Orange County Housing Authority. <br /> 6 <br /> 7 Annette Moore said HUD and Fair Housing Assistance Program (FHAP) closed 7985 <br /> 8 cases nationally, and received almost $9 million in monetary relief for complaints. She said at <br /> 9 the end of 2017, there was 84 FAPS; 49 that serve a locality, like Orange County, and 35 that <br /> 10 provide statewide services. She said FHAP closed in 2017 6329 of the 7985 cases. She said <br /> 11 6878 complaints were filed with FHAP, the greatest number of which was based on disability, <br /> 12 which holds true in Orange County too (59.47%) and is twice as many as the next category, <br /> 13 which is race. She said Orange County conciliated 7 cases and no caused 4 cases, of the 11 <br /> 14 cases received. She said HUD told Orange County that it closed more cases than some of the <br /> 15 large agencies, which was surprising. <br /> 16 Deborah Stroman, Human Relations Commission Chair, read the resolution: <br /> 17 <br /> 18 ORANGE COUNTY BOARD OF COMMISSIONERS <br /> 19 PROCLAMATION <br /> 20 FAIR HOUSING MONTH <br /> 21 <br /> 22 WHEREAS, April 11, 2019 marks the 51" anniversary of Title VI I I of the Civil Rights Act of <br /> 23 1968 (formally known as the Fair Housing Act) and the 361" anniversary of the <br /> 24 North Carolina Fair Housing Act prohibiting discrimination in housing on the <br /> 25 basis of race, color, sex or gender, religion, national origin, disability and familial <br /> 26 status; and <br /> 27 <br /> 28 WHEREAS, the Orange County Board of Commissioners enacted the Orange County Civil <br /> 29 Rights Ordinance on June 6, 1994, which affords to the residents of Orange <br /> 30 County the protections guaranteed by the Fair Housing Act and additionally <br /> 31 encompasses the protected classes of Veteran Status and Age; and <br /> 32 <br /> 33 WHEREAS, Orange County and the U. S. Department of Housing and Urban Development <br /> 34 as well as concerned residents and the housing industry are working to make fair <br /> 35 housing opportunities possible for everyone by encouraging others to abide by <br /> 36 the letter and the spirit of fair housing laws; and <br /> 37 <br /> 38 WHEREAS, the U.S. Department of Housing and Urban Development annually declares the <br /> 39 month of April as National Fair Housing Month; and <br /> 40 <br /> 41 WHEREAS, despite the protections afforded by the Orange County Civil Rights Ordinance and <br /> 42 the Fair Housing Act, illegal housing discrimination still occurs in our nation and <br /> 43 within our County; and <br /> 44 <br /> 45 WHEREAS, by supporting and promoting fair housing and equal opportunity, we are <br /> 46 contributing to the strength of our County, State and Nation; <br /> 47 <br /> 48 NOW, THEREFORE, we, the Board of County Commissioners of Orange County North <br /> 49 Carolina, do proclaim April 2019 as FAIR HOUSING MONTH and commend this observance to <br /> 50 all Orange County residents. <br />
