46 <br /> Under the proposed amendment, an asphalt plant would be considered part of <br /> the proposed Petroleum and Coal Product Processing, Preparation and <br /> Distribution land use category. <br /> As currently recommended by staff, this land use would not be permitted within <br /> any general use zoning district. The activity would be considered a prohibited <br /> land use. Please note there have been comment(s) made that such land uses <br /> should continue to be allowed within the 1-3 general use zoning district consistent <br /> with existing regulations. <br /> There are, however, allowances for concrete/asphalt plants to be located within <br /> public rights-of-way associated with a State or Federal highway <br /> development/widening project. <br /> 13.How are lodging units/motels handled under the current ordinance? <br /> Under the Current UDO, these land uses are addressed as follows: <br /> a. Hotel, Motel, Motor Lodge, Motor Inn, Inn, Tourist Court defined as: A <br /> building or group of attached or detached buildings containing, in <br /> combination, ten or more lodging units, or ten or more dwelling units <br /> intended primarily for rental or lease to transients by the day or week, as <br /> distinguished from multi-family dwellings, rooming houses and residential <br /> hotels in which rentals and leases are for weekly or longer periods and <br /> occupants are generally residents rather than transients. <br /> These activities are permitted within the following general use zoning <br /> districts subject to the review and approval of a site plan (i.e. <br /> administrative review and approval by staff): <br /> • Community Commercial (CC-3), <br /> • General Commercial (GC-4), <br /> • Office Research and Manufacturing (O/RM), <br /> • Economic Development Buckhorn Low Intensity (EDB-1), <br /> • Economic Development Eno Low Intensity (EDE-1), <br /> • Economic Development Eno High Intensity (EDE-2), <br /> • Economic Development Hillsborough Linear Office (EDH-1), <br /> • Economic Development Hillsborough Limited Office (EDH-2), and <br /> • Economic Development Hillsborough Office (EDH-3). <br /> The use is permitted within the Economic Development Buckhorn High <br /> Intensity (EDB-2) subject to the issuance of a Conditional Use Permit (i.e. <br /> approval of a rezoning petition and a Class A Special Use permit). <br /> b.
