42 <br /> Before 2011, the year the UDO was adopted, land use regulations were <br /> contained in multiple documents. <br /> For example, development within the various Economic Development (EDD) <br /> general use zoning districts (i.e. Buckhorn, Hillsborough, Eno) was completed in <br /> accordance with the Economic Development District Design Manual. This <br /> Manual contained a separate, independent, list of allowable and prohibited uses <br /> for the various EDD zoning districts. Specific terminology was utilized is <br /> listing/denoting allowable uses. This language differed from other general use <br /> zoning districts throughout the County. <br /> When land use development regulations were combined into the UDO in 2011, <br /> separate tables identifying allowable land uses had to be created due to the <br /> scope of work to which staff was limited. <br /> At that time, staff indicated there would be to be further review of the various <br /> tables to address conflicts with the ultimate goal of creating a centralized table <br /> listing out permitted and prohibited land uses. <br /> This project is the result of this previously identified need made timely by the <br /> State Supreme Court action in Byrd. <br /> 4. What are the anticipated or perceived benefits of this project? <br /> Right now, references to permitted and prohibited land uses within the three <br /> existing tables are handled differently. <br /> For example: <br /> • Section 5.2.1 Table of Permitted Uses — General Use Zoning Districts <br /> combines several `Manufacturing, Assembly, and Processing' land use <br /> types into 1 of 3 `industrial' categories (i.e. light, medium, and heavy), <br /> namely: <br /> ➢ Light Industrial (1-1) defined as: Manufacturing & processing <br /> operations that occur entirely indoors and have limited impacts on <br /> surrounding properties, including, but not limited to, production of <br /> the following: food products (i.e. commercial bakery, candy, and <br /> beverages, including bottling); surgical, medical and dental <br /> instruments; wood cabinets, furniture and upholstery; light <br /> machinery, including household appliances; toys, sporting and <br /> athletic equipment, excluding firearms and ammunition; and, paper <br /> products, such as bags, containers, and cardboard. <br /> ➢ Medium Industrial (1-2) defined as: Manufacturing & processing <br /> operations that may occur indoors or outdoors and have limited <br /> impacts beyond the boundaries of the zoning district, including, but <br /> not limited to, the following: heavy household, commercial and <br /> industrial appliances; manufactured homes, recreational vehicles <br /> and related components; automotive, farm and construction <br /> machinery, and, commercial building components. <br />
