a <br />guiding growth of certain types and amounts in appropriate areas of the County's <br />planning jurisdictions, <br />Growth Issues: Reducing sprawl and traffic, and the preservation of air and water <br />resources while developing sustainable urban and rural environments have been <br />identified as the key issues to be addressed by the update. <br />Comprehensive Plan and Land Use Element Outline <br />a, The Zoning Ordinance includes an outline for the entire Comprehensive Plan <br />indicating how the Land Use Element provides overall guidance as the remaining <br />Elements address specific interest areas to be completed afterwards. Elements <br />include Transportation, Services and Facilities, Natural and Cultural Systems, <br />Housing, Economic Development, Recreation, and a proposed Intergovernmental <br />Coordination Element, plus additional Elements as desired by the BOGG <br />(Attachment 2). <br />The other elements will be completed over the next few years after the Land Use <br />Element Update and will be coordinated by the Planning Department with collective <br />work by various departments, advisory boards, and stakeholders. <br />b. The Planning Department has developed an outline for the Land Use Element of <br />the Comprehensive Plan, including Introduction, Existing Conditions, Growth <br />Management and Future Land Uses, Goals Objectives and Policies, <br />Implementation, and Monitoring Procedures (Attachment 3), <br />A complete draft text of the Land Use Element Update will be completed this summer in <br />preparation for a November Public Hearing on the document. <br />FINANCIAL IMPACT: Other then legal advertisement costs, which are within this year's <br />budget, there is no financial impact associated with hearing an update on the Comprehensive <br />Plan Land Use Element Update.
