Update and improve these inventories at regular intervals. <br /> • Completed a project to update the old 1992-93 county-wide historic resources inventory <br /> by obtaining federal grants through the State Historic Preservation Office in 2014 and <br /> 2015. These projects have produced new property data that has been entered into the <br /> joint county/state historic resources database and in the state's master GIS mapping <br /> system (HPO-GIS). <br /> • The HPC collaborates on an ongoing basis with AMS and Planning departments to <br /> ensure all archaeological and cultural resources are properly identified and protected <br /> during County-funded or initiated projects (guided by the County's "Cultural and <br /> Archaeological Resources Policy adopted by BOCC in 2006). Through this process, <br /> dozens of Native American and historic archaeological sites have been identified, <br /> documented, and mapped. <br /> Objective CR-3: <br /> Work within the Orange County government system to identify and resolve existing policies <br /> which may be in conflict with the County's historic preservation mission. <br /> • HPC and DEAPR staff work closely with Planning & Inspections staff and Environmental <br /> Health staff on permitting requirements for historic properties, as well as active <br /> coordination with AMS in the identification and protection of archaeological resources <br /> during County-initiated construction projects. <br /> • Established, in partnership with the Planning Department, a program called the "Quick <br /> Response Team," which provides a notification process that allows the HPC to document <br /> historic properties slated for demolition or practice burning. <br /> Objective CR-7: <br /> Encourage publication of material relating to the County's heritage. <br /> • The historic resources inventory update project was completed in 2016; the last update <br /> was in 2006. The next phase, now being carried out in 2018-19, is to prepare written text <br /> and high quality photography needed for the publication/book documenting the county's <br /> historic resources, in partnership with the Alliance for Historic Hillsborough. This book will <br /> be completed and released in 2020. <br /> • Completed Design Standards for Orange County Local Landmarks and Local Historic <br /> Districts (adopted October 2010). <br /> Objective CR-10: <br /> Establish a dialogue with the other jurisdictions in and adjacent to Orange County to address <br /> cultural resources in areas with or without designated Historic Preservation/District <br /> Commissions. <br /> • The HPC and DEAPR staff collaborated with the Town of Hillsborough to develop a joint <br /> County/Town policy to better coordinate the mapping and sharing of information <br /> regarding cultural resources within the municipal limits of the Town. This policy was <br /> adopted by the BOCC in 2014. <br /> • The HPC continues working with Hillsborough and Carrboro to establish a process to <br /> permit the HPC to designate Local Historic Landmarks within the boundaries of both <br /> town's ETJs. To further this goal, DEAPR staff is working with the County Attorney to <br /> prepare a draft interlocal agreement that would extend the County's Local Landmark <br /> program into the those ETJs. <br /> - 4 - <br />
