2 <br />Orange County projects will be submitted through DCHC and TARPO, DCHC and TARPO will <br />prioritize projects based on air quality emissions benefits, DCHC or TARPO priorities and cast of <br />construction, and will select and submit the highest ranked projects from their areas to NCDOT for <br />inclusion in the 2006-2012 State Transportation Improvement Program (STIP) and local <br />supplements, <br />Timing is such that in order for the DCHC and TARPO Transportation Advisory Committees (TAC) <br />to approve applications from the local jurisdictions, the applications must be reviewed at the TAC <br />meetings prior to the January 24`h deadline far submitting applications to NCDOT, The DCHC TAG <br />will meet January 12, 2005, but the TARPO TAC meets December 16, 2004, and will not meet <br />again until February 2005. <br />The attached application proposes development of a transportation center at Water Stone with new <br />transit service to connect the transportation center with the justice facility/government complex in <br />downtown Hillsborough, as well as residential, employment and retail centers in Hillsborough. <br />During the December 6, 2004 BOCC meeting, Commissioners also expressed interest in submitting <br />applications for the following projects: constn~ction of a park and ride lot at the Orange County <br />Middle School #3/West Ten Soccer Complex located in the I-85/Buckhorn Road Economic <br />Development Center; construction of a park and ride lot at the Northern Human Services Center <br />located in Cedar Grove; and/or construction of bicycle facilities located outside the DCHC <br />Metropolitan Area Boundary. Applications for those projects are not included in this proposal for <br />reasons stated in the following paragraphs. <br />Orange County Middle School #3/West Ten Soccer Complex located in the I-85/Buckhorn <br />Road Economic Development Center Park & Ride Lot <br />There is insufficient information at this time to complete an application, Park & ride lots should <br />be accompanied by a transit route or a ride-share program. Staff has configured a preliminary <br />east-west route far a park & ride lot at this location; however, the local match may be a problem <br />considering Orange County's obligation for the proposed Intra-Hillsborough transit service, <br />Also, Orange Public Transportation (OPT) has no information that would enable staff to <br />estimate rider ship an this route; therefore, no way to determine emissions reductions as <br />required for the application. Triangle Transit Authority (TTA) has indicated that it has <br />endeavored to establish carpools and vanpcols in Orange County, and only been able to <br />establish 2 currently operating vanpools, <br />• Northern Human Services Center located in Cedar Grove <br />The existing unpaved lot is not being used by carpools or vanpools and OPT reports that, <br />routinely, there are no riders at this location. <br />Bicycle facilities (located outside the DCHC Metropolitan Area Boundary) <br />The mast plausible route in the rural area in Orange County's Bicycle Transportation Plan would <br />be West Ten Road from Mt, Willing Road to Buckhorn Road, a distance of approximately 3 <br />miles. This route would serve the 3`d Middle School and Soccer Fields, Estimated construction <br />cost for 1 mile of 4-ft, paved shoulders on both sides of a two-lane road is between $200,000 <br />and $300,000. TARPO's annual CMAQ allocation totals $68,753 over aseven-year period for a <br />total of $481,269. Based an population, Orange County's portion of the CMAQ finding <br />allocation would be approximately 59%, <br />
