ORANGE COUNTY <br />BOARD OF COUNTY COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: December 14, 2004 <br />Action Agenda <br />Item No. ~ ~!' <br />SUBJECT: Congestion Mitigation and Air Quality (CMAQ) Grant Application <br />DEPARTMENT: Planning and Inspections <br />PUBLIC HEARING: (YIN) <br />ATTACHMENT (S): <br />Resolution Conceptually Endorsing CMAQ Application <br />CMAQ Grant Application - Waterstone Park & Ride <br />Intra-Hillsborough Transit Service <br />Resolution of Support from Town of Hillsborough <br />INFORMATION CONTACT: <br />Craig Benedict, ext, 2592 <br />Karen Lincoln, ext. 2594 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane (336) 227-2031 <br />PURPOSE: To consider a resclution conceptually endorsing the submission of an application for <br />Congestion Mitigation and Air Quality (CMAQ) funds to construct a 125-space park and ride lot and <br />to initiate new transit service, Orange Public Transportation Intra-Hillsborough route. <br />BACKGROUND: The North Carolina Department of Transportation (NCDOT) has issued a call for <br />projects to be included in the CMAQ program, which funds transportation projects and programs <br />that reduce transportation-related emissions in non-attainment and maintenance areas. The <br />deadline for CMAQ applications to be submitted to NCDOT is January 24, 2005. NCDOT has <br />targeted CMAQ Program allocations of $7,503,584 and $481,269, respectively far Durham-Chapel <br />Hill-Carrborc Metropolitan Planning Organization (DCHC) and Triangle Area Rural Planning <br />Organization (TARPO), The targeted allocations are fora 7-year period and funding will be <br />reallocated after the Environmental Protection Agency (EPA) designates particulate matter (PMz e) <br />non-attainment areas. Allocations are based on population in non-attainment and maintenance <br />areas and severity of the air quality problem, The Triangle Ozone Non-Attainment Area is a basic <br />(sub-marginal) area. <br />The CMAQ program is a reimbursement program in which the local jurisdiction manages the <br />projects and submits eligible expenses to NGDOT for reimbursement, Preliminary projected costs <br />far construction of the proposed park and ride lot and operation of the proposed transit service are <br />in the neighborhood of $735,000 over athree-year period. The required local match is about <br />$325,000. Amore detailed account of projected casts is within the CMAQ application attached to <br />this abstract, It is possible that NCDOT would consider Orange County's ownership of transit <br />center land as a portion of the local match. The Town of Hillsborough has endorsed a resclution in <br />support of the Intra-Hillsborough transit route that states its willingness to participate in the local <br />match and a marketing campaign. However, it is important to note that there is no firm funding <br />commitment from the Tawn at this time, <br />
